Oklahoma’s Counties of Accountability — Day 19
Ottawa County — Miami’s $6,000 School-Field Proposal, Rainout Models & the Public-Benefit Ledger
Research date: November 3, 2026 | Historical source coverage: 2005–2026 | Research status: WordPress-ready draft, not published.
Foundational distinction: All dollar figures derived from the Hidden Valley data are calculations or scenarios unless independently supported by contemporaneous contracts, bank deposits, settlement reports, attendance records and audited receipts. The $6,000 proposal discussed below is an August 2026 city agenda item, not a Hidden Valley estimate, verified historical tournament revenue, proof of a signed deal, or evidence of payment.
Executive summary and controlling research questions
Day 19 examines Ottawa County source records for youth baseball and softball events, with all included division records labeled Miami. The countywide research question is how public recreation assets, school facilities, tournament access, modeled admissions, organizational stewardship and public reporting intersect. The dataset identifies 52 distinct events and 125 division rows with 929 team participations; these are historical source-coverage counts, not a complete census of every county sporting activity. [S1]
The strongest current primary record is an August 4, 2026 City Council agenda packet presenting possible Miami Public Schools agreements including a proposed $6,000 Joe Pollock Field lease for FY2026–2027. That agenda can establish what officials were asked to consider, but not alone the final vote, executed contract, invoices or actual payments. [S6–S7]
The dataset also contains two distinct 2019 events whose titles say “Rained Out” or “Rainout,” yet include modeled admission and visitor-spending amounts. Those modeling values create a reconciliation question, not proof of collections, canceled contests or false reporting. [S1]
Countywide historical tournament and financial baseline
| Measure | Ottawa County source result | Interpretation |
|---|---|---|
| Distinct source events (deduplicated by season and EventUrl) | 52 | Division sums, except unique events |
| Source division rows | 125 | Division sums, except unique events |
| Team participations, not distinct persons | 929 | Division sums, except unique events |
| Calculated gross team entry fees — TotalTeamEntryFee | $188,160 | Division sums, except unique events |
| Modeled gross gate — TotalEventGate | $202,800 | Scenario/source aggregate; independent receipts not established |
| Modeled gross concessions — TotalEventConcession | $101,400 | Scenario/source aggregate; independent receipts not established |
| Illustrative 30% concession margin (net scenario) | $30,420 | Scenario/source aggregate; independent receipts not established |
| Illustrative 50% concession margin (net scenario) | $50,700 | Scenario/source aggregate; independent receipts not established |
| Illustrative 70% concession margin (net scenario) | $70,980 | Scenario/source aggregate; independent receipts not established |
| Source-estimated minimum games — TotalMinimumGamesPlayed | 2,277 | Division sums, except unique events |
| Official assignment slots — TotalEventUmpires | 4,514 | Division sums, except unique events |
| Modeled umpire expense — TotalEventUmpireFees | $180,560 | Scenario/source aggregate; independent receipts not established |
| Modeled sanction fees — TotalUSSSASanctionFees | $13,115 | Scenario/source aggregate; independent receipts not established |
The concession sensitivity scenarios are 30%, 50%, and 70% hypothetical net operating margins applied to the modeled gross concessions. They do not establish food cost, sales tax, vendor fees, labor expense, bank deposits, or the cash retained by a city, league, school or third party. TotalEventNet is a separate dataset event-net field and should not be substituted for net concessions.
Unit of analysis, source identity, and physical county attribution
The controlling file is AIUSSSA - HVIOG 9-20-2026.csv (SHA-256 c8687be7b0543922e41563a2329cf131339486f5fb4f373bb69af3366f8b0256; 20,305 source division rows). This report includes the 125 rows with the literal County value Ottawa. All 125 are labeled Municipality=Miami. There are 52 distinct event identities under (Seasonid, EventUrl); the division-suffixed TournamentID is not itself a unique event. [S1]
A separate previously reconciled primary-facility dataset was consulted as a control, and Ottawa rows are source-labeled single-county rows. This supports provisional county research inclusion, not a verified field-by-field primary-host determination for every tournament. A source city label must not be conflated with parcel title, legal ownership, control, fee collection, or final public beneficiary.
Multi-facility condition: 15 division rows explicitly concatenate multiple playing-site names in Facility. They remain intact in “MULTI-FACILITY / UNRESOLVED” facility-label buckets; no percentage split, owner allocation or single primary host is invented. Event counts inside facility rows are nonadditive whenever a single event has multiple venue labels. [S1]
Municipality-level activity and finance — grouped without claiming ownership
| Municipality | Events* | Divisions | Teams | Entry fees | Modeled gate | Concessions gross | Net 30% | Net 50% | Net 70% | Minimum games | Official slots | Umpire costs | Sanctions |
|---|---|---|---|---|---|---|---|---|---|---|---|---|---|
| Miami | 52 | 125 | 929 | $188,160 | $202,800 | $101,400 | $30,420 | $50,700 | $70,980 | 2,277 | 4,514 | $180,560 | $13,115 |
Attribution rule: When the source displays one municipality and verified legal title is unavailable, the city label is an analytical filing assumption only—not a deed search, judicial determination, operator identification, lease verification or evidence that the city collected estimated gate/concession income. Documented county, tribal, school, college, private or other ownership supersedes the default. [S1–S3]

Every source division appears in exactly one facility-label row; therefore every additive metric in the last row reconciles to the countywide source. The facility text is a reporting group, not a physically verified host allocation or an owner-based revenue statement. A comma may mean a multi-site event and does not justify dividing the financial values between addresses.
Dedicated countywide modeled economic impact — kept separate from tournament cash flow
| Separate CSV modeling component | Countywide sum | Proper interpretation |
|---|---|---|
DayImpact — modeled day-trip spending | $78,965 | Gross scenario; not verified visitor purchases |
OvernightImpact — modeled overnight spending | $308,941 | Gross scenario; no demonstrated hotel room-night or tax capture |
TotalEconomicImpactPerEvent — sum of division-row figures | $387,906 | Modeled gross visitor spending, NOT a professional net-new impact finding |
TotalEventNet (separate dataset field) | $298,685 | Modeled tournament net, not a County budget receipt; not additional visitor impact |
Despite its label TotalEconomicImpactPerEvent, the impact field exists on each division-level source row. Its county sum is the addition of 125 division-level modeled figures, not an additional 52 independently surveyed tournament estimates. The source uses trip spending multipliers; it does not establish visitor origin, whether spending is new to Ottawa County, displacement of local spending, leakages, induced effects, fiscal tax receipts, facility use, actual hotel stays, project return on investment, or public benefit. [S1]
No double counting: Do not add modeled entry fees, gate revenue, concessions, concession scenario net, TotalEventNet, or a combined dataset measure to the $387,906 modeled visitor spending. Ticket, food, lodging and other spending categories may overlap; no credible additive aggregate exists until overlapping units and substitution are independently assessed.

Row-level economic formulas, actual rate variations, and a worked example
For every individual source division row, the actual model fields yield:
DayImpact = TeamsEntered × DayTripRate × DayStayOvernightImpact = TeamsEntered × NightTripRate × OverNightStayTotalEconomicImpactPerEvent = DayImpact + OvernightImpact
The trip rates and stay multipliers below are source values, not defaults imposed by this report. A zero overnight rate or a zero overnight-stay factor can produce zero overnight impact despite a multi-day source date span; these assumptions require source documentation rather than silent correction. The meaning of DayStay and OverNightStay is a modeling multiplier, not observed visitor headcounts, actual paid hotel nights or distinct tourists. [S1]
| DayTripRate | NightTripRate | DayStay | OverNightStay | Division rows | Teams | Modeled DayImpact | Modeled OvernightImpact | Total modeled spending |
|---|---|---|---|---|---|---|---|---|
| $85 | $289 | 1 | 0 | 7 | 39 | $3,315 | $0 | $3,315 |
| $85 | $289 | 1 | 1 | 88 | 688 | $58,480 | $198,832 | $257,312 |
| $85 | $0 | 1 | 2 | 2 | 15 | $1,275 | $0 | $1,275 |
| $85 | $289 | 1 | 2 | 26 | 180 | $15,300 | $104,040 | $119,340 |
| $85 | $289 | 1 | 3 | 2 | 7 | $595 | $6,069 | $6,664 |
Reproducible example: Source division 15345-1, Miami Tournament (2005), has 6 team participations. Day component: 6 × $85 × 1 = $510. Overnight component: 6 × $289 × 2 = $3,468. The source division’s combined figure is $3,978. It is a modeled amount; it does not document real overnight stays or actual dollars spent by these teams.
Formula control: All 125 of 125 included division rows passed three exact-decimal tests comparing source DayImpact, OvernightImpact, and TotalEconomicImpactPerEvent to the corresponding formulas. All 12 facility-label subtotal buckets and the Miami municipality grouping reconcile exactly, with $0 difference for every additive field. The complete rate table and event-level source ledger are retained as separate CSV audit files.
Two 2019 rainout-labeled events: admission and economic sensitivity test
The CSV includes 2 distinct events and 5 division rows explicitly titled “Rained Out” or “Rainout.” Together they carry $7,200 modeled gate and $12,036 modeled visitor spending. An event name does not establish how much of a schedule was actually canceled, whether rescheduled games occurred, whether admission was charged, or whether people traveled. [S1]
| Event title in CSV | Source start date | Divisions | Teams | Modeled gate | Modeled DayImpact | Modeled OvernightImpact | Total modeled spending | Source link |
|---|---|---|---|---|---|---|---|---|
| Rained Out - Halloween Monster Mash Softball Bash | 10/27/2018 | 2 | 14 | $1,400 | $1,190 | $0 | $1,190 | Historical source event |
| Rainout - May Melee | 5/18/2019 | 3 | 29 | $5,800 | $2,465 | $8,381 | $10,846 | Historical source event |
| Sensitivity display | Modeled gate | Modeled gross visitor spending |
|---|---|---|
| All Ottawa-labeled source rows | $202,800 | $387,906 |
| Two rainout-labeled events only | $7,200 | $12,036 |
| Illustrative total removing both events entirely | $195,600 | $375,870 |
Records that could resolve the sensitivity include event-day schedules and archived brackets, tournament status histories, refunds, contemporaneous rainfall/field closures, municipal reservation logs, gate policies, daily settlement sheets, and identifying which venue(s) actually hosted games. None of those records was obtained or authenticated as part of this draft.
August 2026 school–municipal field proposals and $6,000 line item
In an August 4, 2026 City of Miami Council agenda packet, staff placed a possible FY2026–2027 Joe Pollock Field lease to Miami Public Schools for $6,000 before the Council. The draft MOU states that Miami Public Schools would have exclusive facility use during its baseball season, with City use allowed six times annually subject to advance coordination; it provides for a dedicated City account for the $6,000 payment and restricts spending to agreed facility improvements. The same August 4 packet contains a proposed budget adjustment, CM26-010, expressly describing “receipting and expending” a $6,000 Miami Public Schools contract payment for Joe Pollock Field improvements. That budget language is a proposed accounting action, not independent proof that the City actually collected or spent the payment. A related agenda section concerns other school-use arrangements for City athletic/recreational sites. These are contemporaneous official agenda materials. Their presence is evidence a proposal was put forward—not that it was approved, signed, funded or paid. The document’s operative term and reserved-date language should be checked against the executed final version. [S6–S7]
This is a present-day governance and allocation benchmark, not an estimate of tournament admissions. It is analytically improper to equate a proposed $6,000 school-field lease with the historical $202,800 modeled gross gate, to suggest municipal undercollection, or to compare them as if they share the same operator, year, fields, agreement scope or accounting basis.
Public-benefit and implementation checks
- Locate the Council vote, final meeting minutes, signed lease/MOU, effective date, amendments and termination clauses.
- Reconcile the designated $6,000 fee to appropriations, invoices, receipts, expenditure account, and any restricted improvement fund.
- Verify which school or city controls scheduling, public access windows, insurance, volunteer labor, electricity, field maintenance, capital replacement, concession rights and third-party tournament use.
- Determine whether municipal family/rec participation was displaced, preserved or expanded using comparable season-by-season access records.
- Contrast multi-year facility lifecycle costs and youth recreation outcomes against actual, nonoverlapping local revenues—not a modeled statewide tourism total.

The City lists Joe Booth, Joe Pollock, Francis Morgan, and Pee Wee/Little League fields among recreational assets it maintains. Source addresses for Joe Booth vary from City facility web listings, and source field aliases for the Little League and Jody Stoops labels may overlap. Address differences can represent entrances, historic street numbering, subdivisions or data-entry conventions; confirm by parcel and record before joining or claiming an error. [S2–S5]
Facilities explicitly associated with Miami High School or Eric Iverson Field (NEO campus) should not be classified as verified City-owned based solely on the Miami column. A school district or higher-education institution may control a facility, but definitive recorded legal title, specific event hosting, rental or concessions beneficiaries must be established independently. All 15 combined-location division rows remain unresolved facility attribution without split estimates. [S1, S11]
Municipal collaboration and public-finance tests
Potential custodians and stakeholders include the Miami City Council, Parks & Recreation, City Clerk/Finance, Miami Public Schools board and administration, Northeastern Oklahoma A&M College, participating youth leagues and tournament directors, Ottawa County officials, and any formally contracted nonprofit or vendor. The fact of collaboration itself is neither a benefit finding nor a conflict-of-interest finding. [S2–S7, S11, S14]
A defensible facility-by-facility public-benefit ledger should separately reconcile: (a) legal owner and governmental finance entity; (b) public capital expenditures and financing/debt; (c) utilities, insurance, mowing and capital depreciation; (d) actual field bookings by user type and local residency; (e) contracted rental/league concessions/gate allocation; (f) amounts actually received, retained or remitted; (g) public accessibility and fee affordability; and (h) independent incremental visitor outcomes using resident and nonresident origin evidence. Do not merge private organizer receipts into municipal revenue without contractual and bank evidence.
City independent audit and separate Oklahoma State Auditor report
Municipal audit: The City of Miami published annual financial statements and independent auditor reports for fiscal year ended June 30, 2024. Those statements provide government-wide and fund-level financial context; absent a special-purpose tournament cash-control schedule, they cannot verify the 2005–2026 event-level Hidden Valley projections, specific tournament admissions, or the proposed 2026 school-field arrangement. Read the independent opinion and notes on their stated scope. [S8]
County audit: The Oklahoma State Auditor and Inspector issued an Ottawa County financial statement and single audit for FY2021, transmitted February 6, 2025. It is an audit of a different government, for a different fiscal period. The report gives an adverse opinion as to U.S. GAAP presentation because the County used Oklahoma’s different statutory regulatory accounting basis, while separately providing an unmodified opinion on its regulatory-basis statement. These are distinct auditing conclusions and must not be compressed into a general allegation of misconduct. Its financial-reporting or internal-control statements cannot be attributed to Miami City, Miami Public Schools, NEO, youth leagues or named tournament directors without independent case-specific evidence. [S9]
Neither audit is proof that a particular historical youth-sports tournament was played, that a specific admission was charged, that a city received the modeled amounts, or that any individual committed wrongdoing. Public-finance questions should be pursued through governmental ledgers, signed contracts and transaction-level documentation.
District Attorney jurisdiction, official court cases, and outcomes
The Oklahoma District Attorneys Council assigns Ottawa County to Prosecutorial District 13, presently listed as serving Ottawa and Delaware Counties. District Attorney Douglas S. Pewitt is listed by the Council and Ottawa County. A DA’s prosecution function is separate from municipal routine operations, state auditor examinations, public-records administration, school-board oversight or a civil contract dispute. The DA’s geographic jurisdiction does not itself establish a youth-sports investigation or a criminal violation. [S10, S14]
Court-case status: No case-specific Ottawa County youth-sports criminal conviction, civil judgment, or final litigation outcome was independently established from an authenticated court docket in this research preparation. Accordingly no named organization, director, employee or municipal official is described here as convicted, liable or judicially culpable. The proper check is the exact official court, case number, parties, orders and case disposition using Oklahoma State Courts Network and, if necessary, verified federal PACER or tribal-court records. Cases with a similar name are not interchangeable. [S13]
An unverified allegation, civil pleading, lawsuit filing, public complaint, unfavorable audit item or absence of records is not proof of a crime. Final findings require certified court dispositions or competent official agency determinations.
Prioritized Oklahoma Open Records Act requests — proposed, not sent
The City of Miami’s official City Clerk page states that, effective April 20, 2026, the City no longer accepts Open Records requests by email. Use its accepted request channel and inspect fee/time requirements. The research below sets out proposed requests only; this publication did not submit them. School districts, NEO, Ottawa County, and any covered public body must be contacted through their own lawful custodians. [S12, S15]
- Miami City Clerk/Finance: Aug. 4 and Aug. 18, 2026 meeting minutes and votes, executed Joe Pollock and other Miami Public Schools MOUs/leases for 2024–2027, amendments, invoices, deposits, account coding, receivables, insurance, allowed dates, tournament permissions and field schedules.
- Miami Parks & Recreation: 2005–2026 field-by-field reservations, operator agreements, maintenance and insurance obligations, gate/concession policy, vendor sales and remittance reports, user-group allocations, actual annual local league participation, and storm/rainout closure logs.
- Miami Public Schools and NEO A&M: any use agreements, site control or campus ownership documentation, venue availability and event-hosting invoices for Miami High School, Eric Iverson Field, Joe Pollock and overlapping named fields.
- City/CVB and Ottawa County: tourism grants, hotel-tax receipts, tourism incentive contracts, visitor origin and room-night survey methods, independent audits, budget and encumbrance records limited to relevant facilities and actual event dates.
- Venue title custodians: parcel numbers, deeds, maps, annexation and transfer instruments to reconcile Joe Booth 603/605/607 12th Avenue SW labels, Francis Morgan, Jody Stoops, Little League, Joe Pollock, NEO and school-associated addresses.
A staged request should prioritize signed agreements, records identifying the revenue collector/beneficiary and event-specific receipt summaries. Do not request speculative personal data about children or private family payment information; redact protected information consistently with applicable law.
Evidence tiers, right of response and correction controls
| Claim type | Current evidence and tier | Next validation needed |
|---|---|---|
| Source event, rate, team, gate or impact values | Modeled or source-reported; division-row dataset [S1] | Historical official brackets, operator accounting, admission schedules and independent supporting records |
| Miami municipal parks portfolio | Official municipal website [S2–S3] | Deeds, dated facility jurisdiction and operator agreements |
| 2026 $6,000 school-field proposal | Official Council agenda and draft [S6] | Final minutes, signed lease, payments, amendments |
| Rainout labeled events | Source text only [S1] | Contemporaneous weather, brackets, gate, refunds and actual-site proof |
| Municipal/county financial audit | Published distinct government audits [S8–S9] | Specific financial account or transaction verification within audit scope |
| Court disposition | Not established | Authenticated case number and court order [S13] |
The research welcomes a documented right of response from the City of Miami, Ottawa County offices, Miami Public Schools, Northeastern Oklahoma A&M College, field operators, youth sports organizations, event directors and community users. Appropriate corrections include a valid dated source link, executed agreement, original revenue ledger, event status verification, parcel record, independent audit schedule or judicial disposition.
Revision protocol: For each subsequent correction retain the September 20, 2026 source checksum, affected event IDs and division rows, previous and amended municipality/facility assignments, basis for any owner-status override, source URL/document/date, recalculated values and revised article timestamp. Never silently transfer a multi-site row into a single municipality or owner without evidence. Publish corrections conspicuously and update the reconciliation ledgers when supported.
Public-record research is not a finding of wrongdoing. Nothing in this article alleges that Miami officials, the school district, NEO, youth leagues or USSSA directors committed fraud, charged the modeled admission prices, withheld public money, violated contracts, caused audit findings or received the estimated visitor spending. A modeled gross spending scenario is not verified incremental economic impact, actual cash receipts, tax revenue, net economic benefit, municipal profit or public benefit.
