Oklahoma’s Counties of Accountability — Day 23
Wagoner County: Coweta’s Two Ballfield Addresses, 2017 Tournament-ID Question & the Public-Benefit Ledger
Compiled: November 7, 2026 · Historical included events: 2005–2019 · Evidence status: WordPress-ready research draft, NOT published
Executive overview — what records show, what remains unverified
The September 20, 2026–named Hidden Valley CSV identifies 56 exact-Wagoner division records under 23 event prefixes, all labeled Coweta. One 2020 softball event also has division records labeled Jenks/Tulsa and a combined Coweta–Jenks venue. Following the series’ primary-host-first county method, this report excludes all 3 source-listed Wagoner rows from that shared event group until the main playing facility can be corroborated. Thus the conservative included ledger covers 22 distinct event prefixes, 53 division rows and 328 team participations from 2005–2019. [S1]
The central verification question is geographically specific: source-listed Coweta Sports Complex mostly carries a 35079 E. 151st St. S. address, which the City’s present-day archery park listing also associates with Coweta Sports Complex, whereas the City's separately named Coweta Baseball Fields and Club page uses Highway 51 and 353rd Street S. This is an address/name crosswalk issue, not proof of a mislabeled historical tournament or a property ownership dispute. [S2–S4]
Every included financial amount below is derived from the source model, not receipts. This edition compares public maintenance roles, source tournament labels, audits, a verified court ruling about records exemptions, and a targeted path to obtain historically relevant municipal documents. No accusations, referrals, charges, or verified youth-sport court judgments are asserted.
Evidence standard, source-event de-duplication, and county assignment
Geographic rule: include only event prefixes whose every row is consistently source-coded County = Wagoner; exclude any event prefix appearing in a different county, mixed county, or multiple host-facility county until primary-host documentation resolves it. This yields 22 included prefixes. Distinct event count means distinct source TournamentID prefixes, not independently verified unique dates, booked facilities, paid tournaments or calendar events. This is a conservative attribution choice; the CSV remains the unmodified source of all rows. [S1]
For event prefix 9824 (May 15–17, 2020; “Rainout-Bargain weekend -Double points”), the source contains 7 rows: 3 Wagoner-only rows, 1 mixed Tulsa/Wagoner row and 3 Tulsa-only rows. Accordingly, none enters this Wagoner model; the watchlist preserves the original labels and financial fields, including their modeled spending. “Rainout” in a title does not establish cancellation. [S1]
Two distinct source event prefixes 15664 and 5747 share the title “Dennis Curtis Memorial Showcase” and date April 8, 2017. They remain separate source event IDs, but the historical schedule/permit record could reveal duplicate data or different brackets. No automatic double-count adjustment is asserted without verification. [S1]
Coweta source venue versus documented municipal facilities
| Item | What the dated source or official City page actually says | Ownership or attribution consequence |
|---|---|---|
| Historical CSV — 53 rows | Facility = Coweta Sports Complex; most at 35079 E. 151st St. S. | Source-label attribution to Coweta/Wagoner only; neither legal title nor the specific diamond is verified. |
| Source address anomaly | One included source row lists 35080 E. 151st St. S. instead of 35079. | Keep original row; require source event permit or GIS parcel confirmation. |
| Current City — Coweta Archery Park | At Coweta Sports Complex, 35079 E 151st St S. [S4] | This verifies a named site/address today; not historical baseball play or ownership. |
| Current City — Baseball Fields and Club | Highway 51 and 353rd St S. [S3] | A separate City facility listing; no automatic synonym for historical CSV sports complex. |
| Current City — Parks and Public Works | Lists both programs; directs maintenance to Public Works Authority. [S2] | Useful public agency contact, not proof of which party kept fees historically. |
Funding boundary: the City's archery listing notes a $42,000 Oklahoma Department of Wildlife Conservation/Archery Trade Association equipment grant and a $55,000 contribution in land value, preparation and construction associated with that archery project. Neither figure should be credited to baseball, softball, the CSV tournaments, admissions or a particular legal title without matching project documents. [S4]

Three concession scenarios apply 30%, 50%, 70% × modeled gross concessions. These are hypothetical retained net margins before unmodeled costs, taxes and revenue shares, not observed concession profit or sales. A margin scenario is not an estimate of what the City, a club or tournament director received.
Municipality and source-facility financial reconciliations
There is one conservatively included municipality and one source facility label, so the county/municipal/facility subtotals should agree by construction. This is not an independent confirmation of legal ownership, site boundaries, shared spaces or who operated concessions. No non-Coweta municipality is forced into the included totals. [S1]

Reconciliation assertion: for every column above, SUM(municipality buckets) = SUM(facility-label buckets) = included county source-row sum. Event prefixes are deduplicated within each geographic bucket; if an event spanned multiple facilities later, venue-level counts would be non-additive until a verified allocation. Here the model has a single included facility label. [S1]

Source dates run 2005–2019 in the included county. For each year, seek event permits/field booking invoices, park budgets, insurance certificates, admission policies and expense documentation. A 2020 multi-host event is retained in the separate verification queue; do not silently add it into this county. [S1]

For independent verification, compare these source event prefixes against Coweta’s dated park booking logs and the tournament director’s sanction records. Source event 15664 and 5747 both reference the April 8, 2017 Dennis Curtis Memorial Showcase; a second source ID is not proof a second physical tournament was held. The separate included-division ledger preserves each date, division, field address and source event URL. [S1]
Model accounting: exact source columns, formulas, limitations
| Measure | Source CSV columns | Recomputation / audit boundary |
|---|---|---|
| Teams and entry fees | TeamsEntered; EntryFeePerTeam; TotalTeamEntryFee | SUM(TeamsEntered × EntryFeePerTeam); counts participation per age division, not distinct teams across calendar. |
| Daily modeled spectator charge | DailyFans; DailyAdmissionFee; TotalGateAdmissionFee | SUM(DailyFans × DailyAdmissionFee); source DailyFans is a modeling input, NOT observed attendance. |
| Gross gate scenario | TotalGateAdmissionFee; TotalEventDays; TotalEventGate | SUM(TotalGateAdmissionFee × TotalEventDays); never actual box office. |
| Gross concession scenario | TotalEventConcession; TotalEventGate | Source follows 50% of modeled gate; no actual concessions invoices. |
| Scenario concession net | TotalEventConcession | 30%, 50% or 70% × gross; illustrative retained share before unmodeled operating expenses. |
| Source-estimated minimum games | TotalMinimumGamesPlayed; MinGameGuarantee | SUM(source-provided games); do NOT assert completed games or infer new games from brackets. |
| Official assignments | TotalMinimumGamesPlayed; UmpiresPerGame; TotalEventUmpires | SUM(games × officials per game); assignment slots, NOT number of individual umpires. |
| Modeled officiating costs | TotalEventUmpires; UmpirePayPerGame; TotalEventUmpireFees | SUM(official assignment slots × source pay/game); actual invoices unverified. |
| Modeled sanction fees | TeamUsssaSanctionFees; EventUsssaSanctionFees; TotalUSSSASanctionFees | SUM(source team sanction + source event sanction rows); event surcharge is not multiplied by divisions unless source explicitly lists it. |
| Visitor day component | TeamsEntered; DayTripRate; DayStay; DayImpact | SUM(TeamsEntered × DayTripRate × DayStay) for each DIVISION row. |
| Visitor overnight component | TeamsEntered; NightTripRate; OverNightStay; OvernightImpact | SUM(TeamsEntered × NightTripRate × OverNightStay) for each DIVISION row. |
| Named total economic field | DayImpact; OvernightImpact; TotalEconomicImpactPerEvent | SUM(DayImpact + OvernightImpact) across DIVISION rows; misleading “PerEvent” label is not per unique tournament ID. |
The source often sets daily fans to a fixed multiple of team entries and admissions to $5/day, with concession scenario following gate. These are model assumptions; they should not be advertised as independent sources of visitor receipts, and no verified event income or nonprofit net margin follows from them.
Entry fees, gate, concessions, estimated sanction costs and modeled umpire costs may all affect the event operator's own hypothetical bookkeeping, but the source's TotalEventNet omits many real-world expenses and cannot identify a recipient of profits. This study does not describe that figure as audited net revenue.
Dedicated countywide modeled economic-impact statement
TotalEconomicImpactPerEvent, but that field is stored per division row, not just once per unique event. Adding it once per event would be wrong; adding all division values without acknowledging intra-event overlap can also overstate unique spending if the assumptions are not independent. The entire figure is a modeled gross visitor-spending scenario—not verified incremental impact, visitor-origin-adjusted spending, fiscal gain, sales-tax receipts, public benefit, economic multiplier result, or profit. [S1]| Economic source component | Wagoner included SUM across division rows | Source arithmetic |
|---|---|---|
| DayImpact | $27,340 | Σ(TeamsEntered × DayTripRate × DayStay) |
| OvernightImpact | $169,354 | Σ(TeamsEntered × NightTripRate × OverNightStay) |
| TotalEconomicImpactPerEvent | $196,694 | Σ(DayImpact + OvernightImpact) across 53 source division rows |
Reconciliation: $27,340.00 + $169,354.00 = $196,694.00. This equality is an arithmetic check, not evidence that the predicted consumption happened. Daily expenditures may reflect local-team spending which is substitution rather than incremental, and accommodation assumptions do not identify paid hotel nights.
Required exclusion of overlaps: Do not add this modeled visitor-spending figure to event gate, entry fees, concessions, event income or model net to make a bigger “regional impact.” Teams, spectators and food purchases may already overlap, and entries/gate can redistribute local spending. An impact study needs attendee origins, incremental-vs-local baseline, facility rental/food overlap checks, lodging nights, displacement estimates and independently validated survey or point-of-sale data before summing categories.

Three-level check: every municipality/source-facility column above equals the sum of its original division rows; these included groups sum to the 53-row county baseline. Source dollars are not split among nearby hotel/motel businesses, municipal tax boundaries or concession operators because source rows do not provide a valid spending-location ledger. [S1]
Preserved source rate and stay variations, with two worked examples
Using one statewide average rate would materially misstate the original model. The table below preserves the actual exact input combinations occurring in the 53 included division rows. Overnight-stay values are the source’s scenario duration, not observed room nights. [S1]
| DayTripRate | NightTripRate | DayStay | OverNightStay | Divisions | Event prefixes | Teams | Day component | Night component | Total |
|---|---|---|---|---|---|---|---|---|---|
| $25.00 | 0 | 1 | 0 | 1 | 1 | 9 | $225 | $0 | $225 |
| $85.00 | $289.00 | 1 | 1 | 12 | 6 | 52 | $4,420 | $15,028 | $19,448 |
| $85.00 | $289.00 | 1 | 2 | 40 | 15 | 267 | $22,695 | $154,326 | $177,021 |
Worked example A — source TournamentID 16200 (2005): 9 teams × $25.00 DayTripRate × 1 DayStay = $225 DayImpact; 9 × $0 NightTripRate × 0 OverNightStay = $0 OvernightImpact. The row’s TotalEconomicImpactPerEvent = $225. This one-row example has no overnight scenario. It should not be replaced with the more common $85/$289 rate. [S1]
Worked example B — source TournamentID 16202-1 (2005): 7 teams × $85 × 1 = $595 day; 7 teams × $289 × 1 = $2,023 overnight; total $2,618 for that specific division row. Not a verified restaurant bill or accommodation receipt. Later rows with a stay value of 2 scale the night component accordingly. [S1]
Validation: all included divisions pass independent comparisons of each source’s day, night and combined economic values. Rows with different event duration must not have their OverNightStay overwritten to create a uniform scenario.
Gate concentration, costs, and public-benefit evidence tests
The source's most consequential per-event assumption is DailyFans × $5 × TotalEventDays; for events of two or three listed days, the model assumes a daily paying spectator volume each scheduled day. Tournament cancellation, weather, volunteer admission exemptions, spectator turnover and nonpaying guests have not been tested against any ticket ledger. Unobserved concessions are estimated at 50% of gate and may be sensitive to concession ownership and weather. [S1]
The County’s modeled gross gate is $91,800; modeled concessions are $45,900, with hypothetical 30%/50%/70% net-margin scenarios of $13,770 / $22,950 / $32,130. Modeled umpire assignments total 1,157 across 682 source-estimated games, for $46,280 modeled umpire expense. None is an assertion that a city, association or umpire actually collected or disbursed it. [S1]
A verified public-benefit test requires a facility-budget balance sheet, actual field maintenance and capital spending, booking priority for local families, fee waivers, safe access, program affordability, documented travel spending from out of town, tax allocations, a clear private/public cash-flow map and full social return on public investment. Projected “economic impact” alone cannot supply those missing records.
Organizations, municipal collaboration, and ownership safeguards
The City's present parks inventory refers to a “Coweta Baseball Fields and Club” and separately to an archery park. A historical source facility name or modern club mention is not proof that the City operated each 2005–2019 tournament or that a named club, organizer or director received admission money. Municipal collaboration may involve land, maintenance, water/electricity, scheduling, equipment, insurance, public services, event marketing and private nonprofit labor. For each identified organization, obtain governance documents, signed effective-date agreements, annual financial reporting obligations and revenue rights. [S2–S5]
Analytical ownership rule: because the source presents one municipality, Coweta, this report assigns the venue to Coweta for county/municipal modeling only. This is not verified real-property legal title. If a deed, recorded plat, trust instrument, county parcel, district/school agreement, tribal conveyance or private fee simple interest documents a different owner, revise the ownership column while preserving the playing-site geography and original source record. A municipal maintenance listing or a public improvement contribution does not by itself confer title.
For the multi-location Coweta/Jenks softball group, leave every division unallocated across the mixed municipalities until official field schedules or source director confirmations establish primary host or defensible game-by-game allocation. Do not assume a Tulsa source team actually played at Coweta or vice versa. [S1]
Public finance: distinguish City funds, county funds and sport-program funds
Official Coweta City Clerk materials describe custody of Council proceedings and municipal records, and Treasurer duties covering the sources and destinations of municipal money; the City’s financial statements provide annual government-wide accounting. Those sources create a proper audit trail for City-budget expenditures, but they do not retroactively validate source-based tournament gross gate or show private association finances. [S5, S7]
Wagoner County’s online financial page provides county budgets, weekly spending and levy context; those are separate from Coweta's municipal treasury. The County should be listed as a financial or property participant only if a recorded grant, county contract, deed, budget transfer or commission action establishes it. Do not automatically attribute municipal ball fields to Wagoner County. [S9–S10]
Archived records to reconcile include appropriations and expenditure ledgers, capital grants/park bonds, water and electric usage, grounds and lighting contracts, insurer reimbursements, lease receipts, bank deposits if held by a public body, procurement minutes, annual park financial schedules, real property purchases, and treatment of association-run concession stations. A private club's books require a separate lawful basis and are not automatically public merely because it uses a city field.
Official municipal and State Auditor work: exact scope and outcomes
| Official document | Date / result verified | Why it does NOT prove youth-sports misconduct |
|---|---|---|
| City of Coweta FY2024 annual financial audit [S7] | Fiscal year ended June 30, 2024; independent auditor’s report dated January 27, 2025; financial statement opinions present fairly in all material respects. | Audits city-wide financial statements, not individual 2005–2019 tournament box-office receipts or associations. |
| Wagoner County Treasurer Statutory Report [S8] | Dated January 31, 2024; transmitted April 11, 2024; no exceptions noted in specified procedures. | Expressly limited to cash/investment and ledger reconciliations, less than GAAS audit; no opinion on county financial statements, no sports event finding. |
| Wagoner County official budget/audit archives [S9–S10] | Official archive and weekly expenditure routes located; separate year/fund review is warranted. | An archive listing without an authenticated sports-linked transaction cannot establish event expenses or oversight failure. |
| Oklahoma State Auditor & Inspector scope [S11] | State agency is responsible for state/county audits and may perform requested special audits of public entities. | A statutory possibility of examination is not proof an investigation was opened or that private sport entities fall automatically under every audit power. |
Audit-control limitation: financial-statement audit opinions address stated government-wide and fund reporting periods under audit materiality; they do not guarantee that every potential private concession receipt or vendor contract was separately audited. Similarly, a finding elsewhere in a government audit is not evidence against a youth organization unless a source explicitly identifies the transaction and its disposition.
District Attorney, court jurisdiction, published judicial outcome and limits
The Oklahoma District Attorneys Council lists Wagoner County in District 27 alongside Adair, Cherokee and Sequoyah; the County's official DA page describes criminal prosecution and victim-focused responsibilities. This is not a routine municipal program accounting service, and the presence of a modeled gate figure or an unanswered records question is not probable cause of a crime. A fact-supported referral would require primary transaction evidence, governing authority, actual custodial obligations, and jurisdiction. [S12–S13]
The Wagoner County court directory identifies the 15th Judicial District and offers official court record lookup. A published court opinion may establish precedent, while a party-name search, demand letter or pending petition does not establish guilt or a final judgment. No authenticated Wagoner/Coweta youth-baseball or softball court judgment was established in this source check. [S14]
Verified, relevant but unrelated court case: Citizens Against Taxpayer Abuse, Inc. v. City of Oklahoma City, 2003 OK 65 (Oklahoma Supreme Court, June 24, 2003), concerned city-held private financial material associated with the proposed Bass Pro Shops transaction. The Court affirmed summary judgment for the City on the particular statutory creditworthiness exemption, while recognizing the requestor organization's standing. The Court did not rule that all city–private documents are confidential and the case was not about Coweta, Wagoner County or youth sports. Its concrete lesson: statutory exemptions and the character of particular city-held records matter; one may seek contracts and actual expenditure records without assuming all private financial statements are public. [S15–S17]
Open-records law: 51 O.S. § 24A.5 is the Oklahoma records access starting point, subject to applicable exemptions, current amendments, reasonable identification and procedures. Legal conclusions about individual documents must await review of their actual contents and the operative statute. [S17]
Records requests and staged evidence plan — January 1, 2005 to November 7, 2026
Proposed City of Coweta request, NOT SENT: Use the City's NextRequest portal (operational since June 5, 2026) at Coweta public records submission. Request available electronic records from January 1, 2005 through November 7, 2026 (inclusive), with searches by “Coweta Sports Complex”, “Coweta Baseball Fields and Club”, “35079/35080 E 151st St”, “Hwy 51/353rd St”, and exact tournament titles/event dates shown in the ledger. Avoid demanding creation of spreadsheets that do not exist; ask for existing records in native electronic form. [S5–S6]
- Land and venue: deed/plat/legal description/parcel ID and chain of ownership; proof of location of actual baseball diamonds, development plans, dedicated use, shared archery boundaries, parcel titles and municipal maintenance jurisdiction; GIS and parks facility inventory at relevant dates.
- Use agreements: annual leases, licenses, memorandum of understanding, council approval minutes, insurance/indemnification and field scheduling priority with clubs, sanctioning organizations, tournament directors, schools, public trusts and third-party concession operators.
- Money: adopted park budgets and fiscal year actual expenditures, invoices, staffing, maintenance, lighting, utilities, capital grants, concession stand equipment, rental invoices, concession sales/revenue shares/commissions, ticket/gate rules, receipts/deposits held by the City, and independent audits by year.
- Event corroboration: event permits, tournament field calendars, park security/traffic plans, scheduled vs completed games, inclement-weather cancellations, 2005–2019 tournament titles, 2017 duplicate-title IDs and May 2020 Coweta–Jenks multi-site logs.
- Program benefit: municipal grants, fee waivers, local youth participation and scholarship policies, public access rules, tournaments vs recreation scheduling, complaint/inspection and accessibility records.
Proposed Wagoner County request, NOT SENT: limited search for any County-owned parcel at the two addresses, county grant/transfer/shared-use agreement involving Coweta sports fields, county-issued support, county budget expenditures and recorded property interests in that period. If no responsive records, log the response without inferring concealment. The County Clerk/SA&I record repository and City municipal custodian are separate agencies. [S9–S10]
Non-public organizations: request voluntary disclosure of bracket/score reports, 2005–2020 gate and concession operating rules, insurance, sanction accounting and event cancellations from the tournament operators and identified user groups; public-records obligations for private parties depend on applicable law and the actual relationship.
| Evidence item | Current documented status | Next proof / access path |

| City Coweta Baseball Fields Hwy 51 / 353rd | Current City facility listing; physical crosswalk unverified | City Parks GIS, historic field inspection maps, dated licenses. |
| 2017 same-title/date source IDs 15664 and 5747 | Two independent ID prefixes; duplicate calendar occurrence unresolved | Tournament entry rosters, sanctions, field schedules, payee deposit records. |
| 2020 mixed Coweta/Jenks event 9824 | 7 original source division rows, mixed cities and counties; all withheld | Field-specific brackets, permit invoices, rainout disposition; assign verified primary venue only. |

Right of response, corrections policy, validation and reproduction
Before publishing any adverse factual statement about a named Coweta club, tournament director, municipal employee or another public/private body, contact the relevant person with the exact proposition, supporting document IDs, and a reasonable dated opportunity to supply corrections. A nonresponse is not an admission. Post relevant answers without selective quotation and distinguish fact, model, legal interpretation and hypothesis. No communications or records requests were sent during this preparation.
If a historic venue is resolved, keep the old geographic label and versioned event ledger; update primary-host verification status, municipality and county attribution, unique-event prefix, date, result and source permalink. Re-run all financial/economic sums and note each correction by day and source. Never replace modeled values with “verified” labels absent receipts and independent proof. [S1]
Independent arithmetic checks: 53 division rows × 11 formula comparisons = 583 matched tests / 583 total; economic model county components and sport, city, facility, annual and event aggregations reconcile exactly in included source groups. The source’s TotalMinimumGamesPlayed is treated as an estimated input; only its umpire-slot/pay derivatives are independently checked, not the historical game count. A formula pass does not independently verify receipt, event conduct, or visitor spending.
Reproducibility: CSV provenance is the user-provided AIUSSSA - HVIOG 9-20-2026(8).csv with 20,305 statewide rows, SHA-256 c8687be7b0543922e41563a2329cf131339486f5fb4f373bb69af3366f8b0256. The exact 'September 20, 2026' date is provided in the filename; neither that name nor this fingerprint independently certifies the database export timestamp. Scope uses exact County = Wagoner plus all-event-prefix conflict screening; never substring or city-name-only geographic allocation. Supplementary CSVs retain the full division ledger, cross-county watchlist, event ledger, rate/stay variations, 11 test types and official source register.
