Current source: AIUSSSA - HVIOG 9-20-2026.csv, covering 2001–2026. Raw source values are preserved; derived event counts, reconciled names, associated-activity measures, modeled fields and independent evidence are labeled separately.
Control principle: do not collapse observed, derived, modeled and independently documented evidence into a single evidentiary category.

Canonical names use conservative documented merges.
Multi-entity event metrics are associations, not exclusive allocations.
Do not present modeled fields as verified payroll, unique workers, actual games or direct municipal revenue.
Public records, job postings and case studies contextualize/test the dataset without silently rewriting it.
Alias and spelling corrections live in explicit reconciliation maps rather than overwriting the authoritative source.
Negative or impossible values remain in audit files; public pages may show N/A rather than normalize the anomaly away.
Potential aliases or locations are not merged merely because they appear plausible. Unresolved records remain labeled.

Actual payroll received by named people, unique worker headcount, employment classification, facility ownership, lease terms, actual government receipts, tax treatment, completed-game counts and other facts not directly established by the dataset.
Every public-facing reconciliation should remain traceable to the authoritative source plus an explicit mapping, control or methodology artifact.
