Shawnee Instrument of Transfer Land

Federal Property, Local Use & Public Accountability — 1947–2026

A documentary reconstruction of Shawnee, Oklahoma airport-associated property: federal origins, decades of local leases and public uses, fair-market-value practices, FAA oversight, revenue questions, and records still needed for parcel-by-parcel reconciliation.

Research Question

What happened to federally transferred airport property after 1947?

The question is not whether every later non-aeronautical use was improper. It is whether the original conveyance, later releases or reclassifications, present parcel boundaries, valuation requirements, lease structures, and airport-revenue obligations can be reconciled parcel by parcel.

Evidence standard: documented facts are separated from calculated research measures, attributed statements, analytical inference, and matters still requiring independent federal or title verification. This case study does not presume misconduct or make a legal determination.

Documentary Framework

Three anchors define the case.

1947 Federal Origin

The Instrument transferred former Shawnee Naval Air Station property with public-airport-use covenants, maintenance duties, limits on non-aviation use, controls on later airport transfers, federal emergency-use rights, and a federal reversion mechanism.

2011 Expo Bridge

The Expo transaction reconstructed former-airport-land transfers and a 90.53-acre footprint. Its lease expressly referenced the November 20, 1947 Instrument and FAA approval.

2022 Guard Control Case

Shawnee documented FAA authorization for non-aeronautical use, appraisal-based FMV, 40 acres at $174,240 annually with CPI escalation, and airport-directed revenue.

Important: raw rent figures are not proof of underpricing or unequal treatment. Parcels, improvements, dates, obligations, and classifications differ. The stronger test is procedural: what federal classification applied, what valuation or exception applied, what approvals existed, and where did revenue go?
Instrument-of-Transfer Research Focus

Lions Club Ballfields

Lions Club is a central recreation-property track in the broader Shawnee research. The facility page documents direct USSSA activity, public investment, and the 2013 transition from SYAA to the Troy and Dollie Smith Family YMCA. For this federal case study, the parcel should be matched against the 1947 conveyance and current/historical FAA property maps so that its federal status rests on primary title and federal records.

These are research calculations based on public participation and posted fees; they are not proof of actual collections, municipal revenue, director income, profit, taxable income, gate revenue, or disposition of funds.

2013 Management Transition

City records document termination of the SYAA arrangement and a replacement YMCA agreement. The City identified maintenance, communication, use, and requested-financial-information concerns; those remain City-stated assertions unless independently established.

City–YMCA Structure

The agreement identifies City ownership, $1 annual cash rent, YMCA routine maintenance and programming duties, City-paid utilities and major-repair responsibilities, semiannual financial reporting, and City financial-review authority.

Public Investment

Verified municipal research documents a $55,780 Lions Club West Softball Field lighting project awarded in March 2000. Separate Regional Park / North Airport planning should not be merged into the Lions Club parcel history without additional evidence.

Records Reconciliation

Federal & Public Review

Questions the record should be able to answer

Which parcels conveyed under the 1947 Instrument remain federally obligated today?
Which parcels were released, disposed of, reclassified, or otherwise relieved of original restrictions—and under what conditions?
What FAA approval was issued for the 2011 Expo lease amendment that expressly referenced the 1947 Instrument?
What federal status applies to the YMCA property at 700 W. Saratoga and the separate Lions Club Park footprint?
What federal approvals or FMV determinations applied to Shawnee Lube, Brown Derby, 702 W. Independence, 1836 N. Kickapoo, and other non-aeronautical commercial uses?
What airport-revenue requirements applied to revenue generated from federally obligated property?
Can FAA reconcile the current Airport Property Map / Exhibit A with the original 1947 conveyance and all subsequent releases?
Local Records Effort

Before requesting federal assistance, the research sought answers from the City of Shawnee.

The public-records history is part of the evidentiary record. It documents an effort to obtain lease income, payment records, FAA/DOT approvals, federal correspondence, title/transfer records, and accounting information locally before asking federal officials to reconcile the 1947 conveyance.

February 4, 2025

Request 25-68 sought lease income, lease/payment records, FAA/DOT approvals, federal correspondence, ownership/transfer records, financial allocation records, and tax/exemption history connected to Instrument-of-Transfer property.

2
March 12, 2025

The City estimated approximately 100 hours to compile the requested material plus 25 hours to review it and required $11,283 in prepayment before beginning compilation.

3
August 5, 2025

Request 25-68 was closed after the prepayment was not received. The unresolved questions were therefore narrowed rather than abandoned.

4
October 2025

Request 25-531 focused on one identified 80-acre parcel. The City ultimately stated that the identified real property is owned by the City of Shawnee.

Why this matters: the later City response resolves an important local ownership question for the identified parcel, but ownership is not the same question as federal status. The remaining inquiry is whether the parcel remains federally obligated, whether releases or reclassifications occurred, what federal conditions govern its leases and uses, and how applicable airport-property revenue requirements were handled.
RecordWhat it documentsWhat remains unresolved
Request 25-68Broad local request for lease income, payment records, FAA/DOT approvals, federal correspondence, ownership/transfer history, budget allocation, and property-tax/exemption information. The requested federal approval/release and financial-reconciliation record was not produced through this request after the prepayment requirement.
$11,283 Prepayment InvoiceCity estimate: 100 compilation hours at $56.58/hour plus 25 review hours at $225/hour; 120-day anticipated fulfillment after payment. The invoice documents the access cost and estimated workload; it does not itself establish whether the underlying transactions complied with federal requirements.
Request 25-531Narrowed inquiry into Account 630009540 / Parcel 0000-12-010-003-0-001-00, including leases, payments, federal correspondence, maps, surveys, and transfers.City ownership was confirmed, but the parcel's complete federal release/reclassification/approval history still requires reconciliation.
2025 Assessment Record CardLists the 80-acre parcel with the City of Shawnee as billed owner and describes leased-land improvements/occupancies including Pittstop, Brown Derby, Cable TV, Oklahoma Jet Works, YMCA, and airport improvements. An assessor card is ownership/assessment evidence, not a complete federal title, FAA release, or compliance history.

Conclusion

Reconciliation before conclusion.

The record is sufficiently developed to justify a focused federal reconciliation. The most useful next step is not generalized speculation; it is an authoritative parcel-by-parcel schedule tying the 1947 conveyance to releases, approvals, reclassifications, current Airport Property Maps, valuation requirements, and applicable revenue obligations.

Research model: use primary documents for factual assertions; label secondary analysis as research history; do not infer a federal violation from nominal rent alone; do not infer a release or sale from occupancy or assessor shorthand; preserve documentary discrepancies; and mark unresolved parcels as federal status to be verified.
