The Record Is the Starting Point
The Shawnee Minutes is not intended to tell residents what to think about their City, County, elected officials or history. Its purpose is to preserve, organize, cross-reference and examine the available record so the evidence can be evaluated by anyone willing to read it.
The project began with a question about a ballfield. The questions kept getting larger.
As additional minutes and records are reviewed, this page and the research connected to it will continue to grow.
Dataset Coverage & Limitations
The Shawnee Minutes is a continuing research index, not a comprehensive transcription of every public meeting or government record within the years represented. Coverage varies by authority, year, subject and source availability.
38 Authority Labels
The current working file contains 38 distinct values in the AUTHORITY field. This does not mean that 38 governmental bodies have been comprehensively researched or that every meeting for those authorities is represented.
1998–2026 Records Represented
The current file contains records dated within this range. The presence of a year does not establish complete annual coverage, and gaps may remain within individual years.
Continuing Research
New minutes, agendas, election records, financial documents, public-record responses, recordings and other sources may add entries, correct existing entries or change the context surrounding earlier research.
Source Hierarchy
The Shawnee Minutes uses multiple kinds of evidence. The source type should be identified whenever practical so readers can distinguish a research index from an official record, corroborating source or interpretation.
1. Official / Primary Record
Minutes, agendas, ordinances, resolutions, election records, budgets, audits, contracts, official reports, public-record productions and government-maintained source documents.
2. Dataset Record

Online document repositories are valuable research tools, but the archive distinguishes convenient online access from the official record itself. When legal, historical or factual precision matters, researchers should identify the governmental custodian and consult the strongest available version of the underlying record.
City of Shawnee Records
City-hosted archives and online document viewers can provide research access to minutes and related material. Where the City identifies the City Clerk or another office as custodian of official documents, that distinction should be preserved in Shawnee Minutes citations and analysis.
Pottawatomie County Records

26,039 dialogue entries • 1,644 meetings • 17 authorities / boards. These figures are retained as an earlier published research snapshot rather than represented as current totals.
Downloads & Published Research Releases
The working research file is still changing. Rather than continually replacing a public CSV and losing the historical state of the dataset, this archive is designed to support frozen, versioned public releases.

Citation Information
Each public release should provide a stable version name and publication date so researchers can identify exactly which dataset version they used.

The Shawnee Minutes is designed as a living research archive. New evidence may clarify, supplement, contradict or correct earlier entries and published analysis.
Documentary Corrections
Corrections supported by minutes, agendas, recordings, election records, contracts, reports or other reliable documentation should be incorporated into future research updates.
Source Contributions
Historical documents, photographs, recordings and other source material can help fill gaps, identify missing context or preserve records that are difficult to locate.
Transparent Revision
