Payne County: Stillwater’s Ballfields, Visitor Taxes & the Public-Benefit Ledger

Stillwater • Whittenberg • Babcock • Strickland • Airport-field groups • Hidden Valley baseline: 2005–2026

A youth baseball or softball tournament can be valuable to its host community. The public-interest question is how to connect a source-listed field, event and financial model to actual property rights, public spending, the organization collecting fees and independently defensible benefits. Payne County provides a focused example: every source row lists Stillwater, but some tournaments span several parks, and a major City-approved improvement invites careful follow-the-records analysis rather than assumptions.

Research boundary: 551 exact Payne-labeled division records; 15 additional multi-county records excluded pending primary-site proof. Historical numbers are cumulative source models—not verified cash collections, completed games, a reliable estimate of incremental economic impact, taxpayer profit, a misconduct allegation or evidence of a judicial finding. Source labels, ownership and visitor-spending assumptions each have limitations. All highlighted warnings use dark-navy text for readability.

1. Payne County: historical tournament and financial ledger

Exact source filter: County = Payne. The retained records span 2005–2026 and contain 551 division-level rows for 111 distinct event listings. One season can contain many divisions. Team totals are participations (team starts) across events, not a census of distinct youth organizations.

Modeled total visitor spending / TotalEconomicImpactPerEvent$2,318,658

Important sanction-fee interpretation. The dataset's TotalUSSSASanctionFees field sums to $78,775 across 551 divisions. Its modeled event-sanction component is $41,325 because a $75 per-event assumption is repeated on each division row. A sensitivity check charging the same $75 just once per distinct event and preserving the source team sanction component yields $45,775 (= $37,450 + 111 × $75). Neither scenario demonstrates what anyone actually paid or received. The principal tables and CSV preserve the unmodified source totals; the alternative is separately labeled and not silently substituted.

2. Municipality-level operating geography and ownership boundaries

All exact Payne-labeled source rows display Stillwater as Municipality. Consequently, the municipality column equals the county sum here, but that is a statement about source-listed geography—not a finding that the City legally owns all 31 facility-label combinations or received all modeled tournament funds. When legal title is unavailable, Stillwater is the analytical municipality assumption only. County, tribal, school or private title must override that guess wherever documentary evidence establishes it.

3. Facility-label ledger — all 31 source groups retained

The source contains 31 distinct facility text labels, including 23 labels with multiple parks. In total, 263 division rows ($1,121,371 modeled visitor spending) identify more than one physical venue. They are retained as unresolved multi-location buckets; no entry fees, officials or visitor spending are artificially divided among parks without an event-level primary-site record.

4. Who operates the parks, and what is not yet proven?

Official City of Stillwater pages describe Whittenberg Park (three baseball/softball fields), Babcock Park (three baseball/softball fields), Strickland Park (four baseball fields), and Couch Park (three baseball/softball fields). These pages support a city-listed municipal park / operational-control classification, but they are not title opinions, fee-collection records, lease terms or proof of a given tournament's legal host. [S1] [S2] [S3] [S4]

Primary-location issue: Source combinations such as “Airport East, Airport West, Babcock Park, Strickland Park” denote multi-site records. A row cannot be attributed entirely to a particular named park merely because its name appears in a composite label. The source name “Stillwater Sports Complex” is also treated as a historical facility description needing title, location and operator verification; this study does not assume its owner from its name.

Follow-up evidence for each site: current and historical deeds, plats, city asset inventories, interlocal or municipal operating contracts, tournament permits, booking schedules, fee schedules, concession licenses, revenue-custody designations, insurance and maintenance agreements, tournament maps, and proof of owner / lessee / concessionaire. County Clerk deeds and filings should be checked before using “owner” as a legal conclusion. [S20]

5. Countywide modeled economic impact: separate visitor spending from financial receipts

We sum each division row's three actual source columns without introducing a statewide-average rate or replacing the file's distinct rates and stay values:

$334,095Sum of DayImpact — modeled day-trip spending
$1,984,563Sum of OvernightImpact — modeled overnight spending

Countywide reconciliation: $334,095 + $1,984,563 = $2,318,658, exactly equal to the sum of the source's TotalEconomicImpactPerEvent field. The source name contains “PerEvent,” but these amounts are stored on individual division rows; they must not be interpreted as one economic-impact total per tournament and then multiplied by the number of divisions.

Exact source-row formulas and worked example

DayImpact = TeamsEntered × DayTripRate × DayStay
OvernightImpact = TeamsEntered × NightTripRate × OverNightStay
TotalEconomicImpactPerEvent = DayImpact + OvernightImpact, evaluated per division row.

Worked source example: In the 2005 Stillwater AA/AAA Tournament's 14AAA division row with 7 team participations, a day rate of $85 and one day gives 7 × $85 × 1 = $595. Its overnight model uses $289 for two nights: 7 × $289 × 2 = $4,046. Combined modeled division-row spending is $4,641. This calculation illustrates the CSV formula, not verified travel, bookings or expenditures.

Preserved rate and stay variations

Source columnValues and division-row frequencies
DayTripRate$85.00 = 544 rows; $25.00 = 7 rows
NightTripRate$289.00 = 544 rows; 0 = 7 rows
DayStay1 = 544 rows; 33 = 3 rows; 0 = 2 rows; 37 = 2 rows
OverNightStay2 = 461 rows; 1 = 80 rows; 0 = 9 rows; 3 = 1 rows

League-play diagnostic: 7 rows have LeaguePhase = League Play, totaling $19,000 modeled visitor spending. Five of these use 33- or 37-day DayStay assumptions, producing $18,750 in modeled day-trip amounts. Repeated local league participation should not be represented as independently verified out-of-town tournament tourism. Those source values remain in the unaltered baseline and are clearly flagged, rather than silently changed.

The single municipality (Stillwater) economic subtotals above match the county exactly; the 31 facility-label subtotals also match. The label is the analytical group where a division row appears, not an independently verified allocation among underlying multi-site ballfields.

Critical economic-impact limitation: These are gross modeled visitor-spending scenarios, not measured incremental economic impact, actual receipts, sales-tax collections, net public benefit, municipal revenue, operator profit, jobs created or tax yield. Do not add modeled gate, entry fees, gross concessions, net concessions, TotalEventNet, or hypothetical hotel fees to TotalEconomicImpactPerEvent without transaction-level scope and overlap analysis; the scenarios may double-count the same visitor dollars. Rigorous incremental impact needs home-zip attendance, verified visitor origin, length of stay, actual taxable sales, displacement, leakage, baseline/counterfactual and uncertainty testing.

6. Reproducible source columns, scope, scenarios and reconciliation

Input used in this computation: the accessible library file AIUSSSA - HVIOG(2).csv (20,317 total rows; original materialized basename contains URL-escaped spaces), representing the available Hidden Valley source used for this run and matching the previously reported Muskogee core financial sums. The user's authoritative snapshot is designated September 20, 2026, but this mounted file does not encode that date in its filename; treat exact file-to-snapshot provenance as a further verification point. Reconciliation PASSED: Every additive county value equals its independent municipality sum, its 31 source-facility-label sum, and its calendar-season sum. Distinct event totals are recomputed at each aggregation scope rather than added across facility labels.

Negative-source-data diagnostic: 5 zero-team division rows report -5 minimum-game units, -8 official slots and $-320 modeled umpire costs (negative values). These occur in 2006 and 2011. The county totals above deliberately preserve the raw inputs. If negatives were floored to zero solely for sensitivity, games would be 8,425, slots 16,396, and umpire costs $655,840. These adjusted diagnostics do not replace the source ledger.

7. Year-by-year Payne County coverage, 2005–2026

There are Payne-coded rows in 19 seasons, beginning in 2005. Missing years are a source coverage limitation, not evidence no youth sports took place. The statewide 2001–2026 research horizon is not the same as this county's observed years.

Event-listing counts may not be additive across venue groups; the year subtotals shown are independently computed and happen to reconcile across years because a source event is season-specific.

8. Primary-host geography and unresolved cross-county records

As required by the county accounting protocol, every multi-county event should ultimately be assigned to the county of its primary host facility, not spread across every county appearing in a composite record. The present authoritative location flag is insufficient to independently verify primary-host county for 15 additional division records that mention Payne along with other counties. They remain on a separate CSV watchlist.

Multi-county source stringExcluded division rowsTreatment
Oklahoma, Payne12Primary facility county unresolved; not included in Payne headline figures
Rogers, Payne, Tulsa, Wagoner3Primary facility county unresolved; not included in Payne headline figures
TOTAL WATCHLIST15Excluded in full; not distributed pro rata

Resolution requires a contemporaneous tournament program, diamond schedule, primary venue address, tournament organizer itinerary or city facility-use log. Until those exist, no portion of the excluded record's fees, teams, games or economic model is claimed as Payne activity. The 263 exact-Payne, multi-park groups are inside the county total because all component venue names display Stillwater; within-city field assignment remains unresolved.

9. Public investment in 2026: a testable $1.835 million decision

On March 23, 2026, the City of Stillwater announced approval of the Strickland Park ballfield renovation by the Stillwater Economic Development Authority. The city's stated total was $1,835,745, financed with visitor sales tax. Itemized proposed components included $760,000 turf, $298,300 fencing, $315,600 lighting, and $145,000 concessions/restrooms. These listed items are not a complete contract-level cost reconciliation; approval is not evidence of final expenditures. [S5]

The same city announcement cited more than 12,500 out-of-town visitors and approximately $2.8 million in estimated visitor spending in 2024, versus about 7,800 visitors and $1.34 million in estimated visitor spending in 2025, and an estimated $226,967 in Stillwater sales tax from SASA tournaments across 2023–2025. These are the City's stated estimates for SASA activity and are not derived from this Hidden Valley/USSSA source. Their underlying assumptions, audited receipts, taxable-sales allocations and event rosters still require independent reconciliation. Do not add or subtract these numbers from the 2005–2026 modeled Payne ledger. [S5]

Project status check: On August 10, 2026, Stillwater reported an international-shipping delay in synthetic turf and warned completion might miss the fall season. Lighting, fencing and concrete work were continuing. This dated city statement is not proof of the project's final October 2026 completion status; as-built completion records, invoices, change orders and acceptance documents should resolve it. [S6]

Public-benefit decision test: Identify city-paid capital expenses and operating/maintenance costs; the legal custodian of admissions, concessions, field fees and other receipts; access for residents; scheduled field hours delivered; weather cancellations prevented; verified visitor tax collections; and direct economic benefit with counterfactuals. Comparing estimated regional spending to capital cost alone does not measure municipal return on investment.

10. Municipal collaboration, community organizations and fee custody

The City's 2026 releases refer to a municipal partnership with an organization called SASA dating to 2013. The City's August 10 release expands SASA as Stillwater Area Softball Association, while the website at stillwaterareasports.com describes Stillwater Area Sports Association using the same initials. These labels are not assumed to establish one identical historical legal entity; ask for contracts, incorporation records, name changes and tax identification records before equating them. The Stillwater Area Baseball Association (SABA) is another separately named organization. Neither organizational presence nor a director name in the Hidden Valley data proves that an organization or individual received a specific historical USSSA entry fee, gate, concession payment, public subsidy, or exclusive park right. [S5] [S6] [S17] [S18]

Follow the documentary chain: City/SEDA policy and appropriations → park department / city asset control → authorized permit or interlocal/association agreement → tournament-day attendance and schedules → organizer/municipal collection authority → bank deposits and receivable ledger → maintenance/capital costs → independently evidenced resident access and community outcomes. This is a collaboration and accountability framework, not a presumption of wrongdoing.

11. Official audit and public-finance review

The City's official FY2025 Annual Comprehensive Financial Report contains an independent auditor's opinion dated December 15, 2025 stating that the citywide financial statements present fairly, in all material respects, its covered governmental and business activity, subject to the stated auditor/report limitations. That opinion is not an audit of the reconstructed tournament entries, or proof of a single tournament collection. The city also publishes a separate FY2025 Single Audit concerning federal award compliance. [S7] [S8] [S9]

The Payne County Clerk maintains an official historical audit and financial statements archive, and the Oklahoma government's Digital Prairie holds State Auditor and Inspector audit material for Payne County. City and county are different reporting entities; a county audit cannot be used as proof of compliance or noncompliance for city-managed ballfields, and neither is a private-tournament audit unless its scope actually includes those transactions. The City says it files its ACFR with the Oklahoma State Auditor and Inspector. [S10] [S11] [S19]

Audit-findings caution: This study does not identify a documented Payne County youth-tournament misuse finding in any inspected audit. It does not claim that a State Auditor review of the Hidden Valley model or Stillwater tournament operators occurred. Relevant procedures should involve original event receipts, contract authorizations, city fund postings and signed responses from responsible record custodians.

12. Courts, jurisdiction, docket outcomes and legal limits

The official Payne County District Attorney page identifies District 9, serving Payne and Logan Counties, and describes county-government legal-adviser and civil-litigation roles. It does not confer blanket authority over private tournaments outside the district, federal land matters, tribal governments, another county's public finances, or interstate commerce matters. Jurisdiction, standing, criminal elements and referral path require case-specific legal analysis. [S14]

The Payne County Court Clerk directs readers to OSCN to research official district-court dockets, dates, parties and dispositions. A filed complaint is an allegation, not a judgment; an ongoing case is not a completed outcome. No specific, verifiable Payne County ballfield-tournament case number or judicial disposition has been established for this article, and no suit or adverse outcome is asserted. This is a limited research status, not a declaration that such litigation has never existed. [S15] [S16]

13. Public-records action list, right of response and corrections

Records-request status — proposed, NOT submitted: No City of Stillwater or Payne County records request is represented as having been filed by this research article. The City requires requests in writing. The official City Clerk's Office processes records requests and lists cityclerk@stillwaterok.gov. [S12] [S13]

Specific existing records to request, 2001–2026 where retained

  1. Park deeds, plats, city capital-asset records, boundary/owner records, recorded easements and county filings for all identified field sites.
  2. Ballfield permits, priority-allocation rules, fee schedules, rental and reservation logs, association operating agreements, concession licenses, contract renewals, and any exclusivity or non-compete arrangements.
  3. Per-event gross receipts and deposits for admission, tournament rentals, team registration, umpire pass-through, concessions, hotel rebates and paid parking, identifying legal payee and public/private account.
  4. Financial general-ledger entries, invoices, vendor payments, city maintenance expenses, operating subsidies, insurance and utility charges related to ballfields and youth tournament events.
  5. Stillwater Economic Development Authority and Tourism Advisory Committee agendas, minutes, exhibits and votes underlying March 2026 $1,835,745 Strickland project; agreements, bids, change orders, performance bond, shipping/receipt logs, payment draws and completion/acceptance.
  6. Workbooks, methodologies, hotel and participant survey records supporting city's 2024–2025 visitor-spending estimates and 2023–2025 estimated sales-tax attribution; clarify whether numbers represent direct, incremental or modeled spending.
  7. Incident/rainout reports and scheduling records to assess field readiness, canceled tournaments, local-team availability and performance after renovation.
  8. Records of agreements with SASA, SABA, USSSA directors or other organizations, as actually held by public agencies, with private personal details redacted as required by law.

Right of response: Seek on-record corrections and documentation from Stillwater's City Clerk, finance and parks officials, Stillwater Economic Development Authority, Stillwater Area Sports Association, Stillwater Area Baseball Association, relevant property owners and named operators before any inference regarding custody or conduct. No one is accused of improper activity from a modeled financial number.

Corrections process: Log the precise table value, field label, dataset line(s), contemporaneous primary document, requested correction, response date, verification action and update date. Publish both the original/revised total and a dated reason when revising a county allocation. Corrections concerning geographic host county must recalculate all affected county ledgers and exclude duplicate division allocations.

14. Primary sources and audit trail

Public-record evidence is distinguished from dataset estimates. Source pages are listed with their purpose so readers can verify factual claims independently.

Research conclusion: Payne County's exact county-labeled division rows are arithmetically reproducible and are kept separate from 15 unresolved cross-county rows. Attributing a single-municipality label to Stillwater does not establish parcel ownership or the recipient of fees. Neither the City's project cost nor its separate SASA spending estimates can be converted into an audited countywide economic ROI without source evidence.
