Oklahoma County: Who Controls the Fields, Follows the Fees & Verifies the Public Benefit?

Oklahoma City • Edmond • Choctaw • Midwest City • Harrah • Del City • Combined-site activity | Hidden Valley, 2001–2026

Oklahoma County brings together municipal parks, youth leagues, independent tournament directors, privately branded complexes and intercity tournaments. Who owns a field, who schedules it, and who receives fees can be three different answers. This day-three research provides every countywide calculation, comparable municipality/owner tables, exact multi-site holding rows and public-record questions—without passing estimates off as collections or proven new economic benefit.

Research boundary: source-coded, not geographically adjudicated. The headline ledger covers every division row whose source County field is exactly Oklahoma. It includes 19 rows with potentially inconsistent geographic labels that require primary-host confirmation; 215 separate cross-county source rows are excluded. These are provisional dataset calculations, not a determination of which physical site hosted every event.

1. Oklahoma County: historical tournament and financial activity

The following amounts come directly from source division rows, except illustrative net concessions, which applies an explicitly hypothetical 50% margin to the source modeled gross concession field. Gross entry fees, gate and concessions are not retained income or government receipts. Dates span source seasons 2001–2026.

Do not add these rows together. Entry fees, gate and concessions can describe overlapping spending or different transfers. Modeled visitor spending may overlap some event spending, so no combined “total economic output” is offered without transaction-level adjustment.

2. Municipality / geographic activity — fully reconciled

The Municipality field is a research-location label, not evidence of ownership, receipt of admissions, or exclusive municipality control. Combined-city strings are assigned as a single unallocated geographic bucket; amounts are not split between locations. Event counts within groups are non-additive.

Reconciliation: Every one of the 3,421 source-coded division rows appears in exactly one line above; summing fees, teams, games, slots, gate, concessions, sanctions and economic model fields reproduces the county total. Distinct event counts do not sum to 913, because one event can have separate location groups.

3. Facility-owner attribution: presumed municipality unless contrary evidence

Adopted public reporting rule: If a facility has a single displayed municipality but no independent legal-title record, attribute it to that municipality as “assumed municipal ownership, not verified.” When the label indicates a school, university, multiple venues, unknown venue, documented noncity steward or geographic conflict, retain a separately identified category. City facility listings support stewardship but not necessarily legal title. An assumed owner is not an assumed revenue recipient.

Specific source-backed examples: the City of Choctaw publicly lists Bouse Sports Complex but states that Big Show Productions currently manages league play; the City says it does not collect those league fees through its website. That current league-management statement does not prove who ran all earlier tournaments. Midwest City lists Reed Baseball Complex and the MAC as municipal reservation facilities; the MAC identifies a 2018 general-obligation-bond financing program. Edmond publishes its annual municipal audit and governs city park operations. None proves a director/owner’s historical share of any tournament’s gross receipts.

City-versus-owner caution: Labels such as Davis Ballpark, The Battlefields and private-branded sportsplexes are attributed to their displayed single municipality only under the requested assumption. Contracts, deeds, leases, and operating rights must supersede this classification when obtained. Schools and campuses are not relabeled as municipal property.

4. Exact facility labels and mixed-site inventory

Each facility entry is preserved exactly as displayed in the CSV. A comma-separated list of facilities is one combined-site data label, not a separate count at each venue. Reproducing the same event under every named facility would inflate historical activity. All 81 source facility groups are preserved below, and the complete machine-readable reconciliation accompanies this article.

The full 81-row facility reporting inventory is visible in the expandable tables; owners and operators must still be checked with facility-specific public records. Combined-venue labels are retained as rows even when all venues are inside the same municipality.

5. Economic impact: a separate, transparent historical visitor-spending model

The Hidden Valley field TotalEconomicImpactPerEvent is named “PerEvent,” but values are present at the division row level. They are added once per county-assigned source row and are not multiplied by number of divisions or recounted per tournament. The model is a descriptive spending scenario, not measured hotel bookings, measured tourism, additional county economic output, net-new spending, sales taxes or public benefits.

$3,056,985Modeled day-visit spending
$15,364,974Modeled overnight spending
$18,421,959Total modeled visitor spending
For each division row: DayImpact = TeamsEntered × DayTripRate × DayStay
OvernightImpact = TeamsEntered × NightTripRate × OverNightStay
TotalEconomicImpactPerEvent = DayImpact + OvernightImpact (stored division-row amount; source exceptions retained)

Worked row-level example, 2001: One Davis Ballpark division entry lists five teams, a $85 day-trip rate and one day-stay multiplier: 5 × $85 × 1 = $425. Its overnight rate is $289 and overnight-stay multiplier is two: 5 × $289 × 2 = $2,890. Combined source-model amount: $3,315 for that division record. This is hypothetical modeled spending per participating team under the dataset assumptions, not five documented trip receipts.

Assumption or factor Values actually observed in Oklahoma County source-coded rows Interpretive limitation
DayTripRate$85 in 3,218 rows; $25 in 203 rowsRow-level rate used; no single universal rate substituted
NightTripRate$289 in 3,219 rows; $0 in 202 rowsZero night model does not document absence of travel
DayStay0–36 source day multiplier; 3,292 rows use 1Long leagues can create large day multipliers; not hotel evidence
OverNightStay0–6; 2 in 2,452 rows; 1 in 477; 0 in 274A scenario assumption, not room-night receipt
Admissions$5 daily price in 3,381 rows; $0 in 40Some no-fee entries still show model activity
Concession grossSource equals 50% of modeled gate in this extractNot cash register transaction data
Historical umpire pay$40 per assignment in 3,378 rows; $0 in 43Source model, not verified actual annual labor rates
Economic model exception: The 2010 “Beat The Heat Classic” Reed Baseball Complex 16O division has 9 teams, source stored DayImpact = $0 and OvernightImpact = $0; applying displayed input rates naively produces $765 + $2,601 = $3,366. The source ledger preserves the stored $0 values. The mismatch is separately disclosed, not silently overridden.

As an illustrative sensitivity scenario only, limit each row’s modeled day-stay exposure to a maximum of 3 days and its overnight exposure to a maximum of 2; preserve zero-valued exceptions instead of imputing them. Under that alternate modeling ceiling the same source rows yield $2,426,035 day plus $14,282,380 overnight = $16,708,415. This is a cap-based stress test, not a revised verified economic-impact finding. A truly incremental local model would additionally exclude local spending displaced from elsewhere, identify party origin, verify room occupancy and receipts, and address double-counting, leakages and costs.

6. Reproducible arithmetic and integrity controls

Total economic modelSum TotalEconomicImpactPerEvent, division by divisionNumerically reconciles to sum of source DayImpact and OvernightImpact
ReconciliationAdditive fields reconcile across municipality, owner class, exact facility labelUnique event numbers are intentionally nonadditive

Illustrative concession margin sensitivity: 30% net margin gives $1,861,860; 50% gives $3,103,100; 70% gives $4,344,340. The published 50% row is a scenario, not verified income. Fees, admissions and gross concessions must never be added to modeled visitor impact without evaluating overlap.

Audit-trail caveats: One 2010 Reed “Beat The Heat Classic” division has source entry fees displayed as a dash despite 9 teams and an advertised $210 fee, alongside zero stored official slots despite 17 modeled games and a two-official input. The same row contains the economic-impact $3,366 formula mismatch described above. Two 2023 component sanction entries also differ from stored sanction totals by a combined $90. We preserve published source aggregates and isolate exceptions for source correction instead of silently replacing missing values.

All three independent grouping systems—source municipality, exact facility string and provisional owner class—pass full additive reconciliations to the 3,421-row county ledger. The companion CSV contains those groups and is useful for reproducing the arithmetic in spreadsheet software.

7. Primary-host county verification, apparent mapping conflicts and exclusions

The strongest county approach is to assign the event to the county of its independently established primary host facility. A source municipality is a lead, not proof. If several venues are listed across county lines, preserve the record in a watchlist until event-date brackets, venue schedules, approved field reservations, signed agreements or similar primary evidence confirms location.

Geographic audit bucket Division rows Unique event IDs* Teams Gross entry Modeled economic total County-ledger treatment
Source County exactly Oklahoma (headline)3,42191329,410$7,082,391$18,421,959INCLUDED provisionally
Within headline: possible out-of-county venue mismatch197279$116,523$243,355SUBSET of headline; do not add again
Cross-county source labels mentioning Oklahoma215803,473$1,602,978$2,511,835EXCLUDED until primary host verified

For example, the CSV places a Reaves Park division in an Oklahoma County/Midwest City field, although the City of Norman identifies Reaves Park as a Norman park. Other source-coded combinations mention Buck Thomas Park / Moore or Wildhorse Park / Mustang. Some are combined-site entries and might correctly have had an Oklahoma County primary host elsewhere; the point is to flag and verify, not automatically move an event. These 19 rows remain visible inside the source-labelled county totals pending host adjudication.

The cross-county watchlist has 215 rows, 80 distinct watchlisted event IDs and $1,602,978 source-calculated gross entry fees outside the Oklahoma-only ledger. Watchlist event IDs can overlap events already represented in the Oklahoma-only extract, so adding them directly to the headline would inflate the analysis.

A separate October 16 evidence audit of 123 multi-facility Oklahoma USSSA event leads found event-date host documents unverified for many entries. Before making new requests, compare pending City reservations/agreements already requested against the specific 2011–2017 candidate event dates. The downloadable watchlist below identifies each mixed-county event and each in-ledger geographic anomaly.

8. Public facilities, shared opportunities and the money-flow questions

Choctaw: Bouse Sports Complex

Official City materials identify Bouse as a public-recreation facility and specifically say that Big Show Productions currently manages league play. This illustrates the difference between public facilities and private/independent operations; it does not assign historic tournament receipts.

Midwest City: MAC and Reed

City facility listings offer tournament rentals. The MAC page identifies development under the 2018 municipal general-obligation bond program. For comparative accounting, seek bond issue reports, payments, annual operations and concession agreements, not gross-event estimates.

OKC records-request information

Economic development must be evaluated from both directions: potential visitor activity and local opportunity costs. A true net public benefit would also account for capital and operating spending, facility depreciation, field access for residents, potential displacement of regular leagues, public revenue actually deposited, concession recipients, and whether outside visitors would have spent locally anyway. Shared reservation standards, transparent rate sheets, cross-city emergency scheduling and public fee reports are practical collaboration opportunities worth exploring without presuming any misconduct.

9. Courts, allegations, outcomes and Oklahoma County DA jurisdiction

Oklahoma County is within Oklahoma District Attorney District 7, whose DA is Vicki Zemp Behenna according to the Oklahoma District Attorneys Council. That office prosecutes relevant state criminal charges within its jurisdiction; it is not the municipal audit department, public-record adjudicator, USSSA sanctioning body, or a substitute for agency fact-finding. Cleveland or Canadian County venue questions may belong to other judicial districts once the location is independently verified.

Case-outcome verification status, October 18, 2026: This edition has not established an Oklahoma County case number, charging document, judgment, dismissal or acquittal directly tied to the tournament rows published here. Therefore no individual or organization is labeled as charged, convicted, cleared or liable on the basis of this dataset. Claims in complaints or pending litigation, when located later, will be distinguished from findings and docket dispositions. Court-research leads include the Oklahoma State Courts Network docket search and actual filed pleadings, orders and certified outcomes; this is not a claim that no relevant case exists.

10. Independent audits: exact findings, scopes and limitations

Municipal annual financial statements and state/county audits have distinct scopes. Neither the existence of an audit finding nor a clean financial-statement opinion proves how historical USSSA tournaments distributed entry fees, admissions or concessions. Below are actual reviewed official report contents and specific audit limitations, not findings imputed to youth sports.

Results are a transparent reconstruction from public tournament listings and the Hidden Valley research model—not audited USSSA, tournament-director, municipal or park-operator accounting. Calculated entry fees are gross listed-price activity, not cash collected, profit, taxes, taxable income or government revenue. Gate, concession, umpire expense, sanction fees and visitor-spending figures are source-derived models/estimates, not transactions. The illustrated “net concessions” is a margin scenario, not actual net proceeds. Official slots are not unique officials. Unique events are independently deduplicated; multi-site city/event rows are not divided without evidence. Where an owner lacks independent title verification, the displayed municipality is an assumed research owner only; this does not establish management, legal responsibility, actual owner or recipient of any funds. Economic impact is modeled gross spending, not measured incremental county activity, sales tax or public benefit; do not add it to other revenues without an overlap test. Legal allegations are not findings of guilt; independent audit findings are reproduced only in their verified scope. No entity is accused of wrongdoing solely by appearance in this database. We welcome corrections, authentic historical documents and a right of reply from cities, counties, leagues, operators and residents.

Readers who can verify a primary tournament host, identify field ownership, supply a dated facility-use agreement or provide a full official docket or audit disposition are invited to submit documentation for review at kenneth@bcmsports.net. Corrections will identify the source, affected row, date and recalculated county/municipal totals; raw input values and the change log should be preserved.
