Pottawatomie County: Tribal Fields, City Ballparks & the Public Record

Pottawatomie County: Tribal Fields, City Ballparks & the Public Record

Following tournament activity from Shawnee and FireLake to local schools, communities, government records and modeled tourism spending • Hidden Valley research, 2001–2026

Pottawatomie County tells two intertwined youth-sports stories: municipal ballfields and public-use agreements in Shawnee, and the major tournament footprint at Citizen Potawatomi Nation’s FireLake Ballfields. Those are different owners and governance systems—even when both use a Shawnee mailing address. This report puts county-level calculations beside their assumptions so readers can distinguish documented activity from actual collections and local economic benefit.

Published research edition • Day 220,305-row statewide sourcePottawatomie confirmed-county extract: 578 rows
Essential independent-research disclaimer.

All dollar figures below come from an independent analytical model built from historical public USSSA listings. Entry fees are calculated gross activity, not collections or profit. Gate, concessions, sanction fees and umpire costs are dataset-modeled amounts, not audited receipts or actual payroll. The economic-impact estimate is a gross visitor-spending proxy, not measured net-new county spending, tax revenue, return on public investment or verified local economic benefit. Official slots are modeled assignments, not distinct people. Data do not establish who received money or whether legal duties were met. No organization or individual is accused of wrongdoing by inclusion. Ownership assumptions are attribution rules, not property-title evidence; actual tribal, school or city documentation takes precedence.

1. Countywide USSSA activity: 2001–2026 source coverage

The controlling file is AIUSSSA - HVIOG 9-20-2026.csv (September 20, 2026 reconstruction). A strict filter where County = Pottawatomie gives 578 division-level records and 234 deduplicated events. These rows cover seasons 2002–2008 and 2012–2026; no exact-county rows appear for 2001 or 2009–2011. The 2026 season is limited to what the September 20 extract contains. These are source-listed event records, not independent evidence that every scheduled event was actually held; the geographic label is a source field pending primary-host verification.

A further 60 division rows name Pottawatomie together with one or more other counties. Their primary hosting county has not been independently established for each event; those records are held in a separate cross-county review queue and are not added to the totals. This prevents counting a whole multi-county event simultaneously in several county ledgers.

Gross gate and gross concessions are two different modeled transaction streams. Source-event net subtracts modeled officiating and sanction costs from modeled gross event income; it is not cash profit, county revenue or the same as the illustrative concession margin.

2. Countywide modeled economic impact: what the estimate means

This study sums the economic-impact columns already embedded in the September 20 Hidden Valley CSV. The field named TotalEconomicImpactPerEvent is stored once on each division row. Accordingly, the figures below are sums across 578 division rows—not 234 separate independent event studies and not documented hotel, restaurant, fuel or retail receipts.

ComponentCountywide modeled amountReproducible calculation
Day-trip activity$543,840Sum of DayImpact
Overnight activity$2,367,777Sum of OvernightImpact
Total modeled spending proxy$2,911,617DayImpact + OvernightImpact

These are long-run, nominal model dollars across multiple years; no inflation adjustment, displacement test, nonresident share, induced multiplier or tax-impact validation has been applied.

The original row-by-row assumptions

DayImpact = TeamsEntered × DayTripRate × DayStay
OvernightImpact = TeamsEntered × NightTripRate × OverNightStay
TotalEconomicImpactPerEvent = DayImpact + OvernightImpact

In this county extract, the source uses $85 or $25 for DayTripRate, $289 or $0 for NightTripRate, DayStay values of 1, 2, 3, 15, 24, 29, 30 or 31, and OverNightStay values of 0–4. These are row-specific rate and duration assumptions, not measured per-person spending or documented hotel nights. Rates are not historically inflation-adjusted and should not be presented as tourism-survey findings.

A real source-row example is the FireLake listing for “BSP-Spring Break 7GG Blowout – No Friday Games,” dated March 15, 2025: 12 teams × $85 × 1 day = $1,020 modeled day-trip spending; 12 teams × $289 × 1 overnight unit = $3,468 modeled overnight spending; combined $4,488 on that division row. The event title and row values are used only to reproduce the model, not to imply anyone spent that amount.

Do not add modeled economic impact to gate, concessions or entry fees as an overall benefit.

The spending proxy may overlap with tournament transactions and may represent trips that would have occurred anyway, spending by local residents, purchases outside Pottawatomie County or leakage to external vendors. Assessing net-new local impact would require visitor-origin surveys, actual receipts, lodging nights, counterfactual attendance and industry-based multipliers. No such independent validation is asserted here.

3. Facility-by-facility documented rows and modeled finances

The facility field is an inventory of source-reported venues, not a deed index. A record listing several sites remains one unallocated pool until a primary host and site-specific allocations can be documented. Facility-specific “events” below are unique within each facility grouping and must not be added together to recreate the county’s event count.

† Concessions net uses a separately disclosed illustrative 50% margin, not a source field or verified profit. The economic impact columns are source-model sums. Each division row belongs to exactly one facility-label row.

4. Ownership attribution and municipality/community comparison

Ownership rule and its limits.

A single named town/city is provisionally used as an assumed owner only when better evidence is unavailable. FireLake is attributed to Citizen Potawatomi Nation, not to the City of Shawnee, because the Nation identifies FireLake as one of its recreational enterprises and a facility project description identifies the Nation as owner. Lions Club Park is City of Shawnee property under the documented 2013 City–YMCA agreement. McLoud High School belongs in the school-campus category, not assumed city ownership; parcel-level title remains to be checked. Bethel is recorded as a locality, not established here as an incorporated municipality. Multiple-venue rows are not assigned to one owner.

A geographic Shawnee mailing address does not convert a tribal facility into a municipal asset. Likewise, a City-owned park with YMCA operating rights does not establish that the City received all entry, admission or concession receipts. This article separates geography, owner, operator and payment recipient.

All model amounts sum to the same countywide ledger; no amount is proof of revenue collected by any locality.

Cross-county watchlist: 60 additional division rows, 1,375 team participations and $835,230 calculated entry fees occur in multi-county source labels naming Pottawatomie. These are possible shared-event exposure, not extra Pottawatomie County totals. The watchlist has 33 distinct event IDs, some overlapping confirmed-county events; verification of the primary host is required before any county-level reassignment.

5. Transparent calculation method and quality controls

All reporting originates with 65 source columns. The dataset retains division rows, and county assignment follows the geographic county of the primary facility when supportable. This article uses the strict single-county value as the provisional confirmed ledger; multiple listed counties are reviewed rather than evenly allocated. Every source row in the confirmed ledger is counted once in a named facility string, owner category and locality category. Event counts are distinct and non-additive.

MetricDirect source formula / approachImportant boundary
County / unique eventCounty = Pottawatomie; unique key = (Seasonid, TournamentID base) after removing final numeric -division suffix.A division-suffixed TournamentID is not a unique tournament. Multi-county cases must be host-verified.
Participating teams / gross entry feesSUM(TeamsEntered); TotalTeamEntryFee = TeamsEntered × EntryFeePerTeam by row.A posted $0.00 fee is preserved, not imputed. Team counts sum participations, not a unique team registry.
Minimum games / official slotsSUM(TotalMinimumGamesPlayed), SUM(TotalEventUmpires); assignment logic uses UmpiresPerGame.Guaranteed-minimum model, not actual games or unique people. Games may be modeled from divisions/team counts.
Modeled umpire expenseSUM(TotalEventUmpireFees) = row umpire slots × row UmpirePayPerGame.Every confirmed-county row uses $40.00 per assignment in this dataset, not documented historical wages across 2002–2026.
Gate modelDailyFans = 2 × TotalPlayers; TotalEventGate = DailyFans × DailyAdmissionFee × TotalEventDays.Every one of the 578 source rows sets assumed daily fans to twice the dataset player count; admissions are $5 or $0, not actual attendance or ticket-book receipts. Source event days vary.
Concessions modelTotalEventConcession; in all 578 rows it equals 50% × TotalEventGate.Gross concessions are modeled at half of modeled gate; this does not establish vendor sales.
Concession scenario netTotalEventConcession × assumed margin; show 30%, 50%, 70%.Illustrative margin is not the same as event net or proven retained concession proceeds.
Sanction feesSUM(TeamUsssaSanctionFees + EventUsssaSanctionFees) = SUM(TotalUSSSASanctionFees).Modeled fee obligations, not remittances or identified recipient deposits.
Event net (separate)TotalEventIncome = TotalTeamEntryFee + TotalEventGate + TotalEventConcession; TotalEventNet = TotalEventIncome − TotalEventUmpireFees − TotalUSSSASanctionFees.Excludes other possible real operating costs; not profit or public revenue.
Day/overnight modelTeamsEntered × DayTripRate × DayStay; TeamsEntered × NightTripRate × OverNightStay. No proof that $85/$25 or $289/$0 are observed spending or that stay multipliers equal actual nights.
Modeled economic-impact totalSUM(TotalEconomicImpactPerEvent) across division rows = SUM(DayImpact) + SUM(OvernightImpact).Do not double count with event activity or label as verified incremental impact.

Reconciliation: every additive field checks to the county ledger

The facility-name rollup, the assumed/verified-owner rollup, and the locality rollup each reconcile exactly to the 578 county rows and to the same dollar/operations fields. Automated row checks also find no discrepancies in this extract for entry-fee multiplication, day/overnight impact equations, daily fans (twice source players), gate (fans × admission × days), concession (50% of gate), event-net arithmetic or modeled umpire cost. No countywide metric was created by dividing multi-site events across venues.

The model mixes seasons and event configurations. In particular, the 2012 lower-admission and longer-duration listings can produce different gate and day-trip outcomes than short weekend tournaments. We preserve their exact existing inputs, rather than retroactively assigning newer attendance, umpire pay or visitor-spending assumptions to earlier seasons. The row-level model itself is subject to later validation against actual historical schedules and contracts.

6. Public facilities, collaboration, organizations and records requests

Citizen Potawatomi Nation / FireLake

The Nation’s own recreation directory identifies FireLake Ball Fields among its enterprises. A facility construction project identifies Citizen Potawatomi Nation as owner. The Nation reported in April 2026 that the softball championship field, then planned for early 2027, was funded solely with Tribal funds. The 2027 venue is future infrastructure and is not retrospectively counted as a 2001–2026 completed tournament.

Nation’s recreation directory · April 28, 2026 project report

City of Shawnee / Lions Club Park

The archived August 2013 City–YMCA agreement identifies the City as the property owner and describes proposed YMCA recreational use, a $1 annual lease payment, maintenance and utility obligations, semiannual financial/business reporting and City financial-review rights. The posted copy shows blank signature blocks, so its final execution/status is not independently established from this copy. The 2013 text postdates this dataset’s 2002–2008 Lions Club event listings and therefore cannot be treated as the governing agreement for those earlier tournaments. The text does not prove historical enforcement, payments, continued operation today or revenue recipients.

School/community facilities

McLoud High School’s own district directory identifies the 1100 W. Seikel Boulevard campus. Shawnee High School’s district likewise identifies 1001 N. Kennedy Avenue. Dale and Bethel are named in some combined-event listings. School identification does not alone settle property title or school-board tournament authorizations.

The County Clerk records deeds, purchasing records and commissioner meeting minutes. Those are the appropriate documentary channels for verifying public land and county commitments. No county financing, multi-city tournament agreement or county receipt has been proven merely by the facility list.

7. Legal proceedings, allegations and prosecutorial limits

The Oklahoma District Attorneys Council identifies District 23 as serving Pottawatomie and Lincoln counties, with Adam Panter listed as district attorney. A district attorney prosecutes qualifying criminal cases; that office does not automatically audit municipal contracts, adjudicate civil disputes or supervise sovereign tribal business operations. Jurisdiction over conduct on tribal lands requires a separate legal analysis and can involve tribal and/or federal authorities depending on the facts.

The official OSCN court search and the Pottawatomie County Court Clerk directory provide a route for verifying filed cases. For this Day 2 edition, no specific Pottawatomie County youth-sports civil judgment, criminal conviction, acquittal or dismissal has been corroborated from an official case docket. Consequently none is asserted. The presence of management disputes, historical complaints, a records request, or an unverified allegation is not proof of a filed case, breach or crime.

A future case entry requires the exact court, case number, parties, filing date, material pleadings, date of last docket check, procedural status and disposition; claims in a complaint must be labeled allegations unless established by a court finding. The Tulsa County litigation discussed in Day 1 must not be silently moved into Pottawatomie County as if filed there.

Official District 23 listing

8. Auditor records: actual reports versus unsupported inferences

A municipal audited financial statement can document public fiscal reporting, but it is not a ledger of every tournament admission or concession payment. Oklahoma State Auditor & Inspector reports, city audits and nonprofit financial reports are separate evidence streams. No general-government audit comment may be attributed to youth-sports contracts without a specific, traceable connection.

The Shawnee City Finance site also provides a historical audit archive extending well before FY 2023–2024. Next report-specific evidence should capture entity, fiscal year, auditor, independent opinion, exact numbered finding and page, management response, corrective action and whether the issue touches municipal youth-sports funds. Corrections and fair response.

This is a living source-attributed research article. Municipalities, tribal entities, schools, operators, directors, families and readers may submit official agreements, dated schedules, facility deeds, verified receipts, court orders, audited statements or corrections. Responses should be assessed against the specific event/date and the original record. Send documentation to kenneth@bcmsports.net. A later correction may change facility-owner attribution, host-county allocation or financial modeling; versions should be dated and preserved.

THE PUBLIC-RECORD QUESTION: Pottawatomie County's tournament footprint is real in the documented historical listings. The record separates a tribal sports complex, an expressly City-owned ballpark and smaller community/school venues. Understanding who owns, who operates, who pays and who benefits requires agreements and accounting records—not inferences from a tournament schedule.
