USSSA Tournament Directors — The Public Record
Randon Lowe: Sallisaw’s McGee Fields, the 2016 Complex Transition & the Public-Facility Record
2013–2016 · USSSA historical listings · Sallisaw, Sequoyah County · documented fees vs. hypothetical activity
Independent, evidence-based reconstruction of publicly listed youth baseball and softball activity, emphasizing transparent assumptions, accurate facility allocation and unanswered public-record questions.
September 20, 2026 controlling datasetDivision-level reconciliationNo allegations of misconductUSSSA tournament listings can preserve decades of information about the work of youth sports—teams, events, advertised entry fees, dates and facilities—without establishing who collected an admission charge or how a public ballfield agreement was administered. Day 20 follows those records into Sallisaw, Sequoyah County, where the research file associates the name Randon Lowe with both softball and baseball between 2013 and 2016. The public-interest question is not whether a historical listing implies misconduct; it is what the underlying records can—and cannot—reliably tell families and taxpayers about access to youth sports facilities.
1. Source hierarchy, event identity and arithmetic
The controlling file is AIUSSSA - HVIOG 9-20-2026(6).csv, an October 27 reupload of the September 20 historical reconstruction. Grouping 82 division rows by their original event-page references yields 30 distinct event locators. Summing team entries and calculated advertised fees at the division level—without adding repeated event totals—produces 525 team-event-division entries and $86,399. These do not represent 525 different verified teams or $86,399 in actual collections. All 82 of 82 entry-fee line calculations match TeamsEntered × EntryFeePerTeam. The existing director profile agrees with these major counts, which is an internal consistency check, not independent proof of receipts.
| Season | Event pages | Division rows | Team entries | Calc. entry fees | Min. games | Official assignments |
|---|---|---|---|---|---|---|
| 2013 | 9 | 23 | 142 | $22,464 | 314 | 522 |
| 2014 | 8 | 26 | 197 | $34,624 | 474 | 801 |
| 2015 | 6 | 18 | 97 | $13,186 | 220 | 381 |
| 2016 | 7 | 15 | 89 | $16,125 | 216 | 396 |
| Sport | Event pages | Division rows | Team entries | Calc. advertised fees |
|---|---|---|---|---|
| Baseball | 2 | 3 | 12 | $1,700 |
| Softball | 28 | 79 | 513 | $84,699 |
2. McGee Fields, the newer Sports Complex and historical primary-host attribution
McGee Complex / McGee Fields: 2013–2015 source activity
The research file associates 22 event pages, 408 team-event entries and $70,274 in advertised-fee calculations with McGee Complex, using a source address of 900 N. McGee, Sallisaw, OK 74955. The city parks page confirms McGee Park in northeast Sallisaw, including four softball fields and concession facilities. The city McGee Park pavilion page displays 2101 E. McGee as the pavilion address, but that is not independently verified as the diamond address. The indexed Sallisaw Youth League field directory calls the playing site “McGee Fields” on E. McGee Drive. Accordingly, exact historical tournament field addresses and parcel identity are labeled unverified rather than inferred from a pavilion listing.
Sallisaw Sports Complex: 2014 source label and 2016 transition
The source attributes 8 event pages, 117 team-event entries and $16,125 in calculated advertised fees to “Sallisaw Sports Complex” with an address of 1300 Steve Davis Parkway, Sallisaw, OK 74955. The youth league’s indexed field directory corroborates that address, and the City of Sallisaw says it opened in May 2016. The 2014 “Sallisaw League” listing was assigned retrospectively or otherwise to the modern facility name in the dataset, yet the city opening date is two years later. Its 2014 primary host facility is therefore unresolved. Other listed dates include April 2, 9, 16 and 23, 2016, preceding the formal May opening; they do not establish completed games or authorization by themselves.
| Source facility | Event pages | Division rows | Team entries | Calc. entry fees | Source-modeled gate (not receipts) |
|---|---|---|---|---|---|
| McGee Complex | 22 | 62 | 408 | $70,274 | $184,700 |
| Sallisaw Sports Complex | 8 | 20 | 117 | $16,125 | $106,700 |
3. League records, missing display fields and incomplete schedules
Four league-tagged event pages (20 division rows, 112 team-event entries) appear in the source. Three league listings (15 rows, 81 team-event entries) have $0 advertised entry fees; the fourth league-tagged listing displays $5,935. A zero posted USSSA fee does not prove free participation or the existence of locally collected fees. The three $0 league listings use 33, 33 and 15 modeled day counts. Those counts are not verified paying-gate days.
The three $0 league listings alone generate $216,900 in hypothetical gate under the source’s complete day model—about 74.4% of its $291,400 hypothetical gate. Five 2014 division records have a question mark in the Displayed column despite populated numeric TeamsEntered fields. All 82 historical EventPdfUrl values are missing the event identifier parameter, so they are not independently usable bracket/schedule evidence. We preserve original EventUrl locators below, with explicit accessibility limitations.
4. Gate and net-concession modeling: disclosed alternatives
Gate formula: Σ(TeamsEntered × modeled days × 20 × $5). For full-day models, each division row’s own TotalEventDays is used; cap models use min(TotalEventDays, 2) or min(TotalEventDays, 1). Concessions: gross = modeled gate × 0.5; assumed cost = gross × 0.8; hypothetical concession net = gross − assumed cost.
| Alternative (never additive) | Events | Team-entry-days | Modeled gate | Gross concession model | Assumed costs | Hypothetical concession net |
|---|---|---|---|---|---|---|
| A: Full source day counts, including leagues | 30 | 2,914 | $291,400 | $145,700 | $116,560 | $29,140 |
| B: Full source day counts, excluding leagues | 26 | 683 | $68,300 | $34,150 | $27,320 | $6,830 |
| C: Two-day cap, including leagues | 30 | 874 | $87,400 | $43,700 | $34,960 | $8,740 |
| D: Two-day cap, excluding leagues | 26 | 650 | $65,000 | $32,500 | $26,000 | $6,500 |
| E: One-day cap, excluding leagues | 26 | 413 | $41,300 | $20,650 | $16,520 | $4,130 |
The dataset’s complete source-day model totals $291,400 hypothetical gate and $145,700 hypothetical gross concessions. Its $523,499 “TotalEventIncome” field is simply $86,399 calculated advertised fees + $291,400 hypothetical gate + $145,700 hypothetical gross concessions. The dataset also lists $432,074 “TotalEventNet”, an analytical model output, not verified profit or compensation. Do not add the same components twice or describe the model fields as audited receipts.
One 2016 event page has both one-day and two-day division-specific durations; using its first row for every division would overstate modeled gate by $300. This article uses the proper division-level figures, giving $291,400 in the full-source scenario, not $291,700.
5. Public investment, community access and oversight records
Sallisaw’s official financing FAQ reports that voters approved a half-cent sales tax used to issue bonds that provided $4,960,405 in construction funding for the newer complex, with four baseball and four softball fields in Phase I. The city describes a contractual operations arrangement involving Sallisaw Youth League and the Sallisaw Municipal Authority. These public facts support normal questions about contract terms, access, rentals, maintenance and financial reporting. They do not establish any event-specific improper payment or failure of oversight.
Questions that contemporaneous public records can answer
- Which named diamonds and legal parcels were actually used for the 2013–2015 listings, including the 2014 league record associated with the newer complex?
- What do April 2016 “Soft Opening” and other pre-May event listings mean in city construction, field-reservation and public-safety records?
- What written agreements governed permitted dates, insurance, field rentals, concessions, admissions, utilities, maintenance and community-program access?
- If ticket or concession charges were actually collected, which entity was authorized to collect and report them, and what municipal records document any amounts?
- How were local league registrations separated from USSSA advertised entry fees, sanction fees and public-facility financial accounts?
- Were community teams, recreation leagues, scholarships and local families afforded transparent and equitable scheduling access?
- Can original completed scores, pool schedules, deposits, refunds or weather cancellations corroborate the event-day assumptions?
6. Historic USSSA event locator register — 30 event pages
Every historic event link below is copied from the controlling dataset, not fabricated. Direct current usability could not be verified; links may fail or redirect. The original USSSA director-profile URL for research inventory ID 3706039 is also preserved as a historical locator (not independently accessible). The incomplete historical seeding-report URLs are excluded because their eventID parameters are blank.
