Rogers County – Claremore’s Ballfields, Collinsville’s Boundary Question & the Public-Benefit Ledger

Oklahoma’s Counties of Accountability · Day 8 · October 23, 2026

Rogers County: Claremore’s Ballfields, Collinsville’s Boundary Question & the Public-Benefit Ledger

Historical youth baseball and softball · tournament finance · public facilities · municipal and county audits · primary-facility geography · verified public benefit still to be established

139Source-coded distinct event listings
516Rogers-labelled division records
3,122Team participations, not unique clubs
$318,444Calculated gross entry fees
$1,776,973Modeled gross visitor spending: all source-coded rows
64 heldCollinsville source rows pending county/site verification

Reporting safeguard: the September 20 dataset codes 516 division rows to Rogers County. Because Collinsville crosses county lines, its 64 rows are not counted in the more conservative 452-row Claremore/Inola geographic subtotal until primary-facility boundaries are corroborated. The 516-row source total is retained as a separately labelled comparison, not a verified county allocation. One additional four-county row remains excluded entirely.

Economic-impact safeguard: every amount in this report is a historical source calculation or expressly labelled scenario unless supported by separately identified independent records. Gross modeled visitor spending is not independently verified incremental economic impact, a tax receipt, City income, a concessionaire profit, or a proven public benefit. Do not add entry fees, gate, concessions or tournament net to economic-impact sums without a documented overlap analysis.

Scope and chain of source-level control

This installment follows Tulsa, Pottawatomie, Oklahoma, Cleveland, Muskogee, Payne and Grady counties without duplicating a prior county installment. Source scope: the authoritative September 20, 2026 Hidden Valley CSV (65 columns; file SHA-256 shown in the source register). It contains 516 rows whose trimmed County equals Rogers, representing 139 distinct dash-prefix event IDs. Those records span 2001–2021, not the entire statewide 2001–2026 observation interval. No Rogers-coded entries in 2022–2026 does not prove tournaments did not take place in those years.

Distinct events use the prefix of TournamentID before the final division suffix (e.g., 14905-1 → event 14905). Division rows count separately; team entries are appearances, not unique teams. Source values are summed once at row level. In the displayed three municipality groups and five facility-label groups, unique events do not overlap, so their distinct-event counts reconcile exactly to the county source total.

The 64 Collinsville rows are part of the source dataset’s original Rogers label, but a Collinsville mailing address is not proof the park parcel lies in Rogers County. They remain in a visible HOLD tier, avoiding silent reassignment or silent exclusion. The one other source row naming Osage, Rogers, Tulsa and Washington is absent from either source-labelled county subtotal until its primary venue is determined. [S01, S07, S13]

The three numeric columns reconcile exactly: locally corroborated venue subtotal + held Collinsville source bucket = all Rogers-labelled rows. They are not three independent economic impacts to be combined. Minimum games and umpire assignment slots sum original row fields; the model uses $40 per assignment for these source rows, not a verified historical pay history.

Concession “net” values are hypothetical 30%, 50%, or 70% retained margins on modeled gross concessions. They are not audited net profit, do not allocate concession rights to a municipality, and do not deduct actual labor, food, capital or tax expenses.

Municipality-level reconciliation — compact responsive ledgers

Every included source row shows one of three municipalities: Claremore (448), Collinsville (64) or Inola (4). Municipality is an analytical geographic display field; it does not establish ownership or financial custody. Collinsville is held pending a parcel-level county confirmation. The following split tables avoid the excessively narrow facility names seen in earlier WordPress layouts; scroll horizontally on small screens.

Facility-label reconciliation — five distinct source venues

The CSV stores five distinct facility strings. Site addresses allow provisional naming crosswalks but do not prove legal ownership or whether an organization collected any particular fee. Powers Park and Pecan Park are official Claremore parks by the listed street address; the Inola park name matches the municipal facility page, but its current address differs from the historic source field. Collinsville entries remain separate. [S02, S04, S05, S06]

Dedicated countywide modeled economic impact — source CSV sums

The model’s exact source column totals for all 516 rows labelled Rogers are DayImpact $279,375, OvernightImpact $1,497,598, and TotalEconomicImpactPerEvent $1,776,973. Their arithmetic reconciles exactly. After holding Collinsville pending county-boundary verification, the location-corroborated Claremore + Inola subtotal is $1,593,601. Neither number is an audited incremental economic impact.

Source field naming alert: despite its label, TotalEconomicImpactPerEvent is recorded once per division row. It is not a single event-total field. The 516 division-row values were summed exactly once; regrouping by distinct events would first require event-level row aggregation. Summing county, municipality and facility representations together would triple count the same rows.

Interpretation: these are modeled gross visitor spending scenarios based on assumed day/night travel, rates and stays. The source does not independently establish away-team shares, actual hotel nights, displacement, local retention, induced effects, spillovers, tax collections, public cost offsets, or verified incremental economic impact. Gate and concession estimates can be embedded within visitor spending; never add them to this number without a defensible overlap assessment.

Reproduce the formulas, exact variations and a worked division row

Row-level day-trip model:

DayImpact = TeamsEntered × DayTripRate × DayStay

Row-level overnight model:

OvernightImpact = TeamsEntered × NightTripRate × OverNightStay
TotalEconomicImpactPerEvent = DayImpact + OvernightImpact

Worked source example — April 20, 2001, Claremore Youth Baseball State Qualifier, division 14905-1: 8 team participations × the row’s $85 day-trip rate × one day = $680 DayImpact. The same 8 × the row’s $289 overnight rate × two nights = $4,624 OvernightImpact. Their sum is the source division-row $5,304 TotalEconomicImpactPerEvent. This is a modeled row value, not evidence eight teams travelled overnight or that receipts were collected.

Actual rate and stay distributions — preserve, do not homogenize

CSV inputValues actually observed in 516 division rowsResearch meaning
DayTripRate$85 (479 rows); $25 (37 rows)Use each original row rate. The $25 league-style records are not converted to $85.
NightTripRate$289 (489 rows); $0 (27 rows)Zero-rate divisions stay zero even if other event columns differ.
DayStay1 (490); 2 (10); 5 (4); 29 (2); 31 (2); 36 (3); 38 (5)12 long-stay rows require league-vs-tournament scrutiny; not automatically tourism nights.

UmpirePayPerGame$40 (all 516 rows)A source model constant for this county subset, not documented wages paid.

Long-duration caution: the 12 records with DayStay of 29, 31, 36 or 38 days are labelled league activity such as RCBA League, Claremore Baseball/League and Chelsea Fastpitch; together they contribute $17,100 to the model’s DayImpact, with zero modeled overnight impact. Treating that duration as independent tournament tourism would be unjustified. The source values remain intact for reproducibility.

The source does not contain Rogers-labelled division rows in 2010, 2020 or 2022–2026; nonappearance is not confirmation of no activity. Event date and season-year fields should not be mistaken for a government fiscal year.

Geographic integrity: Collinsville county line and one multi-county record

Primary-facility control comes before countywide reporting. All 64 Collinsville rows were tagged Rogers by the source, but Collinsville spans Rogers and Tulsa County areas, so a city name/ZIP code is not a survey of the specific sports venue. The 58 “Collinsville Sports Complex” rows give 12936 N 129th E Ave, and the first-party Collinsville Youth Baseball page reports the same association address. The six “Collinsville High School” rows give 2400 West Broadway; the school affiliation is apparent but a title instrument and school authorization remain to be obtained. Neither site is silently assumed to be a municipal asset. [S05–S07, S13]

Boundary-hold ledger: these Collinsville source rows contain 35 distinct event listings, 348 team participations, and $183,372 source-modeled visitor spending. They appear transparently in the 516-row source snapshot but are excluded from the 452-row location-corroborated Rogers subtotal. The correct receiving county must be established from parcel maps and actual event site evidence before any transfer.

The statewide CSV also has one division row with a four-county label Osage, Rogers, Tulsa, Washington. It lists multiple facilities (including Owasso Park South, Price Fields and others); an equal allocation, an alphabetical assignment or a guess from the event title would be inaccurate. This entire row is excluded from both Rogers headline tiers pending an event-specific primary-facility record.

A separate 65-row downloadable primary-facility watchlist preserves all 64 Collinsville source divisions plus the one multi-county division, along with event IDs, dates, facility strings, source addresses, economic model values and the exact evidence still needed. Evidence status: unresolved; no individual field/county assignment has been manufactured.

Verification sequence: obtain assessor parcel ID and deed; confirm street location against county GIS; identify the event-date primary playing facility using bracket/field assignments and facility reservations; confirm any secondary sites separately; then recalculate the host-county attribution with a documented source and revision date. [S07, S13]

Field control, ownership, operator and tax custody are different questions

Ownership, day-to-day operation, tournament scheduling rights, admission collection, concession contracting and deposit custody can be held by different entities. A city park listing provides evidence of a municipal facility relationship but not an independently retrieved deed. When legal title is unavailable, this report provisionally attributes a single clearly displayed municipality for geographical analysis only, unless separate county, tribal, school or private ownership is documented. The Collinsville and school-labelled records are exceptions requiring independent proof, not automatic City assets.

A municipal title search may confirm City ownership of Powers/Pecan, but no tournament revenue is automatically City revenue. A volunteer sports organization can schedule a public park under a permit or contract and keep separately accounted fees. The records needed are leases, policies, fees, bookings, financial settlements and utility support, not simply public-facing facility names.

Municipal collaboration, organizations and public access

The City of Claremore states that volunteers execute youth sports programs, while the Parks and Recreation Department supplements water and electricity and local organizations supply staffing, administration and volunteer effort. That documented model creates a positive community partnership but also a need to separately record the public support, facility costs, fee-setting powers, scheduling standards and any public access obligations. The Parks pages identify Rogers County Baseball Association at Powers Park and Claremore Girls Softball Association at Pecan Park. [S02–S03]

Other names in the tournament data include historical directors and the Collinsville Youth Baseball League. Dataset director names and event URLs identify who was listed in a historical event record; they do not prove that an individual owned a facility, received a deposit or committed misconduct. Formal organization status, charitable registrations, board rosters, commercial status, municipal agreements and insurance requirements must be retrieved independently.

Questions worth reconciling collaboratively with Claremore, Collinsville, Inola, Rogers County, school officials and associations include: How many dates were reserved for recreational league play versus commercial tournaments? What equal-access or resident-priority policies operated? Were waivers, scholarship teams or community use provided? Who kept gates and concessions? Were field maintenance, lighting, water, turf, umpire training and insurance paid from public, association, school or private budgets? None of these can be inferred from model gross values.

Public finance: receipts, expenditures, capital costs and the benefit test

For the complete source-labelled Rogers cohort, $318,444 of calculated team entry fees, $1,282,800 of modeled gate and $641,400 of modeled concessions are alternative operational accounting scenarios—not bank deposits. The source gate formula is DailyFans × DailyAdmissionFee × TotalEventDays; the county’s TotalEventConcession equals half its modeled gate on every included row. A row with a $0 entry price still contains a team participation and can carry nonzero modeled admission and visitor spending.

Source operating obligations include 6,761 minimum modeled games, 12,024 official assignment slots and $480,960 modeled umpire costs. Those are not proof of games actually played, payroll paid or tax returns filed. Likewise, the $41,720 source sanctions comprise $31,220 team-sanction and $10,500 event-sanction components. Sanction columns are estimates, not an actual receipt register.

Event-sanction anomaly: source rows show 140 $75 event-sanction entries for 139 unique event prefixes, because event 15635 has the fee appearing twice on divisions 15635-1 and 15635-4. Thus an explicitly labelled one-$75-fee-per-distinct-event scenario would be $10,425, versus the $10,500 source row-sum. Their $75 difference should be documented instead of silently rewriting the original. Whether either figure matches sanctions actually paid is unverified.

No modeled event net, event gate, team entry fees, concessions or sanction amounts are added to the dataset’s visitor-spending model. Economic impact can include some of the same spending, while City fiscal benefit requires separate local tax rate, taxable share, external visitor fraction, displacement, municipal operating/capital cost and documented public-service benefit analysis.

Concrete records: municipal line-item Parks/utility spending; vendor purchase orders; field-lighting electricity; water bills; field renovation appropriation and payment evidence; all tournament dates and refunds; event-permit terms; deposit instructions; association financial statements if lawfully accessible; admission/concession settlement and sales-tax records in legally releasable aggregate form. City of Claremore financial-report infrastructure and county commissioner records provide separate pathways, not a substitute for contract-level matching. [S03, S09, S18]

Independent financial audits — precise entity and outcome boundaries

City of Claremore: the official FY ended June 30, 2024 annual financial statements include an independent auditor’s report. On page 5, the auditor states that the basic statements present fairly, in all material respects, in conformity with U.S. GAAP—an unmodified financial-statement opinion. That is neither an event-by-event audit nor verification of modeled admissions, concession custody or association transactions. [S09–S10]

City of Collinsville: its official FY ended June 30, 2022 independent report likewise expresses an unmodified opinion on a modified-cash basis; the auditor expressly emphasizes that this basis differs from U.S. GAAP. The audit concerns the City’s reporting entity and does not establish ownership of the separate source-labelled Sports Complex or verify these tournament fees. [S11]

Rogers County government: Oklahoma State Auditor & Inspector archival catalog indexes a Rogers County financial examination for the fiscal period ending June 30, 2024. The catalog supports the existence of a county-government audit; an event-specific conclusion, modified/unmodified opinion characterization or sports-related finding is not assigned here without reviewing that report and its schedules. County government, municipal governments, school districts and private/nonprofit operators are different audited entities. [S12]

For a meaningful accountability test, reconcile bank settlement dates and invoice vouchers to individual facility reservations and minutes. A clean citywide financial opinion is not a blanket determination about every historical transaction; similarly an audit exception in an unrelated fund must never be portrayed as proof of a sports-related offense.

Rogers County is within Oklahoma Prosecutorial District 12, which also covers Craig and Mayes counties. The district attorney may prosecute qualifying state criminal matters and perform statutory governmental legal functions; the office is not a default independent auditor, municipal parks manager, civil discovery service or federal tax investigator. A dispute over a private association agreement or a City permit is not automatically a criminal case. [S16]

Official-case and disposition control: during this review, no numbered Rogers County civil/criminal court matter and final outcome directly connecting the named tournament facilities to a verified finding was independently established. This is a research limitation, not a declaration that no litigation exists. The official Court Clerk and OSCN docket systems are the means to validate a case number, litigants, specific counts/claims, order dates, disposition, appeals, and whether a judgment is final. Do not treat a filed allegation as a judicial finding. [S14–S15]

Court inquiryVerified matter / outcome statusWhat must be obtained before publication of a case finding
Facility agreements, access or alleged financial misconductNo directly relevant case number and outcome verified in this installmentCertified/docket complaint, correct parties, order, appellate status

Referrals to appropriate authorities should be evidence-specific and distinguish a fee assumption from a verified loss or deceptive transaction. No individual identified in the dataset is accused of wrongdoing by this article.

Targeted public records, response status and verification milestones

The Oklahoma Open Records Act provides a formal avenue for existing public records held by public bodies; a request should seek identifiable records rather than demand that a custodian create economic-impact analysis. More recent aggregate financial reporting cannot substitute for the older year-by-year agreements, tournament settlements or date-stamped permit conditions. First use the official Claremore City Clerk’s Open Records link, Rogers County County Clerk forms, Inola town contact and Collinsville City government channels. [S08, S13, S17]

Update tracker: as of the date on this article, no new Rogers County, Claremore, Collinsville or Inola Open Records Act request was submitted as part of this installment. There is therefore no invented reference number, date of acknowledgement, response, denial or appeal. On receipt of correspondence, record the request ID, receiving office, date, production batches, exemptions cited, fees charged, payment status and independent reconciliation outcomes before updating these conclusions.

Research methodology, financial separation and final reconciliation

Source integrity: the authoritative local file is AIUSSSA - HVIOG 9-20-2026.csv with SHA-256 c8687be7b0543922e41563a2329cf131339486f5fb4f373bb69af3366f8b0256. Filter strip(County) == Rogers yields exactly 516 original division rows. A separate search for Rogers within multi-county labels yields one excluded row. All source-coded rows are preserved once; no records or rates are edited to force an economic narrative. The 516 rows split into 448 Claremore, 64 Collinsville, 4 Inola, and also 432 Powers-address, 16 Pecan-address, 58 Collinsville sportsplex, 6 Collinsville high-school, and 4 Inola facility labels.

Computer-readable check: municipality sums = five-facility-label sums = 516-row source totals for each numeric source column; supported 452-row subtotal + provisional 64-row Collinsville hold = source totals. For every retained row DayImpact + OvernightImpact = TotalEconomicImpactPerEvent and the two rate×stay formulas are exact. A 30%, 50%, or 70% concession scenario is explicitly a modeled retained share, not an observed accounting balance. Rate heterogeneity, long league durations and unknown geographic overnight shares remain disclosed, rather than normalized away.

Additional validation required: official event brackets, site reservation/permit records, primary playing locations, ownership/title maps, annual association/city financial flows, audited actual-tax receipts and defensible causal/displacement tourism study. No criminal, civil or tax liability is inferred from the source file.

Right-of-response and corrections protocol

City of Claremore, City of Collinsville, Town of Inola, Rogers County government, school districts, Rogers County Baseball Association, Claremore Girls Softball Association, Collinsville Youth Baseball, named tournament directors and any relevant nonprofit/private operator are invited to supply dated documentation correcting facility county, owner, actual fees, association agreements, event cancellations, field allocations and modeled visitor-spending assumptions. Corrections should be logged with the original claim, documentary source, date received, verification status, and corrected numbers. A documented primary-facility county correction should update the source-geography reconciliation without erasing the original CSV value.

Direct contact/correction route: use the author’s published contact information at Baseball Heaven — Hidden Valley / Integrity of the Game. No response from a specific person or agency is claimed in this installment unless independently received and documented.

Final disclaimer: A tournament listing is not a bank deposit, a permit is not proof of a net public gain, an association operating a park is not proof of municipal ownership, a lawsuit allegation is not an outcome, and a broad financial audit is not a tournament audit. All nonverified figures are estimates or source-recorded scenarios; they are not allegations that an identified organization or person has violated the law.
