Paul Marshall Sallisaw Softball, 55 Historical Events, Public Investment & Financial Transparency October 29, 2026 | Baseball Heaven — USSSA Tournament Directors: The Public Record

Posted on Today at 1:33 pm

BASEBALL HEAVEN RESEARCH INITIATIVE • DAY 18 • OCTOBER 29, 2026

Paul Marshall: Sallisaw Softball, the 55-Event Record, Rainout Screening & Public-Facility Transparency

USSSA TOURNAMENT DIRECTORS — THE PUBLIC RECORD
2017–2022 USSSA seasons • Sallisaw Sports Complex • Sequoyah County, Oklahoma

An independent reconstruction of listed softball activity, with clearly separated calculated fees, conditional admission models, source gaps, and community-facility oversight questions.

Public tournament records can document the scale of youth sports activity without identifying who collected, controlled or retained every dollar. This Day 18 profile examines Paul Marshall and the Sallisaw Sports Complex records in the September 20, 2026 Hidden Valley dataset. The objective is an accurate public record—not an allegation about an individual, team, league or public agency.

2017–2022USSSA seasons represented
55Distinct event locators
896Team–event–division entries
$143,554Calculated advertised team entry fees
134Division rows
2,046Dataset minimum-game equivalents
3,496Estimated officials assignments
1Named facility / 1 county
Read the numbers correctly: These values reconstruct historical listings, not bank receipts. Team entries may represent the same roster in multiple tournaments and divisions; minimum games are dataset-derived guarantees or equivalents, not necessarily games completed. Officials are assignment equivalents, not unique individuals. Fee calculations are not earnings, profits, or proof of payments.

1. Controlling data, director crosswalk and reconciliation

The controlling source for this profile is AIUSSSA - HVIOG 9-20-2026(6).csv, inspected on October 29, 2026: 20,305 statewide division rows and 65 fields in this available copy. Filtering the exact director field to “Paul Marshall” yields 134 division rows, 55 distinct event-page URLs, and 55 distinct base TournamentIDs. The research counts a tournament once even when several age divisions are listed. No additional historical seasons are inferred beyond 2017–2022.

Every one of the 134 division rows passes the arithmetic test posted fee × entered teams = calculated advertised team entry fees. The sum is $143,554. The underlying source assigns all these rows to Softball; no baseball totals are imputed.

The independent Baseball Heaven director directory lists Director ID 5482809 and matches 55 events, 896 teams, 2,046 minimum games, 3,496 assignments and $143,554 in calculated entry fees. An older indexed summary listed 894 teams, 2,042 games and 3,492 assignments, while the updated research profile now acknowledges the refreshed values. The differences are +2 team entries, +4 minimum games and +4 assignments; 134 division records and $143,554 are unchanged. The revised data include a two-team, $0 advertised-fee league row. Historical details beyond what the available records show are not assumed.

Annual reconstruction by USSSA season

Season versus calendar year: USSSA season classifications sometimes include tournaments played in the preceding calendar year. For example, the dataset labels a September 2018 event as part of the 2019 USSSA season. This table retains the source season field rather than silently changing it to calendar year.

2. Where did events appear? Sallisaw, Sequoyah County

Single facility association

Sallisaw Sports Complex
Sallisaw, Sequoyah County, Oklahoma
1300 Steve Davis Parkway, Sallisaw, OK 74955

This address appears throughout the controlling event records and in the Sallisaw Youth League field directory. It is an address corroboration, not a parcel-title audit or verification of every individual field assignment.

Public ownership and management context

The City of Sallisaw states that the complex opened in May 2016, encompasses about 130 acres, and is operated by Sallisaw Youth League under a contract with the Sallisaw Municipal Authority. The City describes separate baseball and softball concessions/restrooms.

The actual contract, later amendments, accounting and event-specific permissions were not obtained for this article.

Supporting references: City sports-complex page • Youth League facility directory • Sequoyah County official website. A separate third-party facility listing uses 3388 E. Cherokee Avenue; whether that represents an alternate entrance, listing variation or separate geocoding is not verified. We preserve the competing address and do not invent a parcel determination (alternative listing).

Public financing creates important accountability questions. In its official FAQ, the City reports that a voter-approved half-cent sales tax supported bonds through the Sallisaw Municipal Authority and provided $4,960,405 for complex construction. The FAQ describes Phase I as four baseball and four softball fields and states that the last bond payment was scheduled for August 2023. That is a documented financing description, not proof that the payment occurred or that any USSSA fee became city revenue. Read the City FAQ.

County assignment: All 55 event records list Sallisaw Sports Complex alone and show Sequoyah County. For this dataset-derived county report, each event is assigned once to Sequoyah County. No events are split between venues or counties. The association is corroborated; historical user agreements and exact playing fields remain unverified.

3. Independent USSSA results and schedule evidence

The preserved USSSA results pages below independently display the director name, event date, age division and recorded scores or standings. They corroborate selected historical events, but do not establish financial collections or field-rental terms.

  • April 8, 2017 — Battle of Sallisaw (USSSA results)
  • June 22, 2019 — Summer Softball Daze (USSSA results)
  • June 26, 2021 — Summer Softball DAZE (USSSA results)
  • April 9, 2022 — Battle of the BATS (results and bracket scores)
  • April 23, 2022 — Hit, Throw.......Catch (results and scores)
  • June 25, 2022 — Summer Softball DAZE (USSSA results)

The source CSV supplies historical usssa.com/baseball/event_home/ URLs even though its sport field says Softball. Representative event-home URLs did not open in this research check, and some historical View Bracket links redirect to the modern generic fastpitch site. We therefore distinguish verified results pages from unverified historical event-home and schedule locators. A functioning individual USSSA-issued director-profile URL could not be verified; Director ID 5482809 is supported by the independent research directory, not represented as a confirmed USSSA profile link.

4. Rainouts, cancellation wording and the league-calendar trap

Six event names explicitly contain “Rained Out,” a close spelling variant, “Cancelled,” or “No Tournament.” Those six listings contain 109 team-event-division entries and $17,220 in calculated advertised fees. Their inclusion documents what the data retained, not that admission was charged, games were played, or that listed fees were collected. Their status merits independent event-level confirmation.

Total — six flagged—109$17,220Excluded from screened admissions scenarios

Separately, the Greater Sallisaw league listing shows two team entries, a $0 advertised team entry fee, and source dates of June 1–26, 2019 (26 calendar days). Calendar span is not a validated count of charged-gate dates. The screened modeling population therefore excludes the six flagged event titles and the single league listing: 48 events, 785 entries, and $126,334 in advertised fees. The full, unscreened research totals remain displayed for archival integrity.

5. Transparent admission and concession models — not reported financials

Each alternative below uses exactly the same stated assumptions: 20 paying spectator admissions per team-event entry per charged day, a hypothetical $5 blended admission, modeled gross concession sales equal to 50% of estimated gate, and an illustrative 80% operating cost allowance against concession sales. The resulting 20% residual is labeled modeled net concession proceeds, not director or municipal profit.

Gate: team entries × assumed charged days × 20 spectator admissions × $5.
Gross concessions: estimated gate × 0.50.
Concession expenses: modeled gross concessions × 0.80.
Modeled net concessions: gross concessions − assumed expenses = gross concessions × 0.20.
Alternative modeled scenarioEventsTeam-entry-daysIllustrative gateConcession grossAssumed costs (80%)Net concessions (20%)
All source-listed events · one assumed charged day55896$89,600$44,800$35,840$8,960
All source-listed events · maximum two assumed days55925$92,500$46,250$37,000$9,250
Screened set · one assumed charged day48785$78,500$39,250$31,400$7,850
Screened set · maximum two assumed days48812$81,200$40,600$32,480$8,120

Example — screened, maximum-two-day alternative: 812 team-entry-days × 20 paid admissions × $5 = $81,200 hypothetical gate; $81,200 × 50% = $40,600 hypothetical concession sales; $40,600 × 80% = $32,480 assumed costs; $40,600 − $32,480 = $8,120 modeled net concession proceeds.

Do not add the scenarios. They are alternative answers to different assumptions. Do not treat $143,554 in calculated advertised entry fees as verified receipts, or add the dataset’s separate pre-modeled gate, event-income, concession or event-net columns to this model. Such a calculation would mix independent hypotheticals and could double count the same activity. The record does not establish who was entitled to collect admissions, concessions, team fees or rent.

The $5 modeled gate price is not a claim about the actual 2017–2022 Sallisaw tournament admission rate. The source does not document actual paid admissions, daily staffing, spectator repeat visits, concession inventory costs, refunds, shared receipts, or canceled-event payments. Consequently no historical cash total, public receipt, director compensation or event profit can be calculated reliably from these figures.

6. Questions for public-facility oversight and community access

  1. Which Sallisaw Municipal Authority and Sallisaw Youth League agreements governed field reservations, event access, insurance, concessions and admissions during 2017–2022, and what amendments or subcontracting permissions existed?
  2. What rental rates, per-team or per-day use fees, waivers, deposits and maintenance charges were adopted, and where are the approved rate schedules, invoices and payment ledgers?
  3. Which entity had the contractual right to set and collect gate admissions or concession sales during each event, and what bank, cash-control, reconciliation and reporting rules applied?
  4. What do field-reservation logs, weather cancellations, staff schedules, referee/umpire sheets and refund records show about the six weather/cancellation-labeled events and the 26-day league listing?
  5. How were public construction bonds, the half-cent sales-tax source, debt service, post-construction improvements, and ongoing maintenance costs reported to residents? Was the August 2023 final payment actually made?
  6. What community-priority rules, youth league access hours, local-team affordability protections, nondiscrimination standards and public reporting measures govern use of the taxpayer-supported fields?
  7. Can the municipality and facility operator provide event-by-event statements that distinguish gross team fees, facility rental receipts, gate receipts, concession sales, concessions costs and refunds without assuming the same revenue belonged to multiple parties?

These are requests for ordinary documentation and transparent governance. They are not statements that any individual or organization failed to comply with a contract or law.

7. Historical event register — 55 unique event locators

The following register contains one row per distinct historical USSSA event-page URL, not one row per age division. Event names and date/season distinctions are preserved as recorded. The linked original USSSA event-home URLs are historical source locators and not certified as currently accessible; verified surviving results pages are separately labeled.
